Title: The SANE Education Network of Maine Applicant: University of New England (School of Nursing) Address: 11 Hills Beach Rd, Biddeford, ME 04005-9526 Program Dir: Jennifer Morton, DNP, MPH, PNHA-BC Tel: 207-221-4521 Fax: 207-221-4895 Email: jmorton@une.edu Website: www.une.edu Y1 $500,000; Y2 $500,000; Y3 $500,000 Total Ask: $1,500,000 Overview: We will address the critical need for more, and an expanded reach of Sexual Assault Nurse Examiners (SANEs) in Maine by increasing awareness, education, training, and support, and by increasing the number of SANEs subsequently being credentialed. Under the learning umbrella of the SANE Education Network of Maine, and informed by lessons learned during the current funding period, we will introduce innovative new programming while expanding current de-sign components to recruit, educate, train and credential more SANE candidates. The proposal includes: Continuing TeleECHO trainings; Continuing stress management trainings; Continuing to offer Experiential Testimony trainings; Expanding simulations training of medical forensic exams at various locations statewide; (New) Developing a statewide infrastructure as a result of ongoing needs assessments, to include the recruitment and training of preceptors; (New) Developing and offering a 64 hour adult/adolescent (A/A) and pediatric SANE course, to include and expand on the following components: (1) Intentional integration of elder abuse training, and (2) Intentional integration of trainings in the unique needs of male sexual assault victims across the lifespan; (New) Developing and offering forensic photography courses; (New) Developing and offering ‘Lightning Videos’, i.e. ten minute videos highlighting specific skills in providing medical forensic care; (New) Coordinating recruitment and community outreach with the UNE-based Maine AHEC to explore innovative ways to increase SANE training and access in rural areas. and (New) Partnering with Wabanaki Public Health and Wellness to enhance a recent DOJ-funded project with additional tribal health center SANE Education Network components. Need: Maine is a predominantly rural state, with widespread health professions shortages, endemic rural poverty, and high chronic illness rates. One in five Mainers (20%) will experience sexual assault at some point in their lifetime, and 14,000 annually will experience sexual assault. In 2020, close to 21,000 calls were made to the statewide domestic violence and sexual assault hot-lines. In 2022, 406 rapes were reported to police; that same year Maine agencies reported 809 sex offense incidents, resulting in 843 victims. Our current program has trained 248 new SANEs, a 60% increase from the previous five years, but the percentage who completed credentialing requirements remains low (around 30%), as does the number of SANE preceptors. The new proposal includes strategies to increase all of these totals. Populations: Target populations include but are not limited to the rural poor, the elderly, Maine’s indigenous peoples, refugees and immigrants (New Mainers); and the physically and intellectually disabled. Partners: The SANE Education Network of Maine is a unique private/public collaboration between the University of New England School of Nursing and the Sexual Assault and Forensic Examiner (SAFE) Program at Maine DHHS Office of Child and Family Services. Additional partners include: the UNE-based Maine Area Health Education Center (AHEC); Greater Portland Health (an urban FQHC); Nasson Health Care (a rural FQHC); Wabanaki Public Health and Wellness (representing five tribal health centers, four of which are in rural locations); and MaineHeath, the state’s largest integrated health system, including Maine’s largest tertiary medical center and multiple rural hospitals. The program anticipates recruiting from and/or working with potentially all of Maine’s 30+ hospitals.
