Early Hearing Detection and Intervention (EHDI) programs provide tracking and surveillance of newborn hearing screenings and identification and early intervention referral/enrollment of infants who are deaf or hard of hearing. This proposed funding will support the Maryland EHDI Program in its continued efforts to 1) optimize the EHDI tracking and surveillance process and information system, and 2) standardize reporting, analysis and use of timely patient-level data to ensure infants receive timely diagnostic and intervention services. The statute authorizing Maryland’s EHDI Program provides a foundation for fulfilling the national goals of EHDI, which are to ensure newborn hearing screening by one month of age, hearing status identification by three months of age, and referral and enrollment into early intervention services by six months of age for infants who are determined to be deaf or hard of hearing. Improved quality EHDI data management is essential to successfully documenting, tracking, reporting and analyzing the status of each infant and toddler’s timely and efficient progress throughout the EHDI process to ensure that babies who are identified as deaf or hard of hearing receive appropriate intervention at the earliest age possible. Undetected and delayed hearing loss in infants and young children can impact language and speech acquisition and educational and socio-emotional development. Once hearing loss is identified, early intervention and family support may begin. Outcomes: Data system enhancements will allow improvements in data analysis. These improvements will inform decision making and increase the number of infants whose hearing status is identified no later than the three months of age bench mark and increase enrollment in early intervention no later than the six months of age bench mark for babies who are identified as deaf or hard of hearing. Overarching expected outcomes during the project period are: 1. Use of timely and complete patient-level data among EHDI programs for tracking and to inform decision making; 2. Increased number of infants who receive a diagnosis no later than 3 months of age; 3. Increased enrollment in intervention services no later than 6 months of age for infants who are deaf or hard of hearing. The Maryland EHDI Program will collaborate with the Department’s Vital Statistics Administration, the Maryland State Department of Education Part C Program, audiologists, clinicians, health care systems and healthcare provider groups, and other jurisdictional EHDI programs to achieve the outcomes of this potential award.
