Preschool Development Grant Birth to Five - The Oregon Department of Early Learning and Care’s (DELC) PDG B-5 funding will strengthen Oregon’s early care and education (ECE) system by making it more connected, efficient, and easier for families and early educators to navigate. DELC will lead this work in partnership with other state agencies and community partners to ensure alignment and shared accountability. The grant will support efforts to reduce duplication, streamline operations, and improve coordination and accountability across programs. This includes building stronger program and fiscal integrity structures, improving data systems, and aligning infrastructure to better support children, families, and providers. Oregon will also prioritize parent choice by maximizing the options available for early care and education, enhancing cross-agency coordination, and reducing administrative complexities. Oregon’s PDG B-5 plan will support clearer information systems, modernize data tools, and streamline access so families can exercise meaningful choices across all early care and education settings.
