The overarching goals for First Teacher include the following: (1) To strengthen and improve the programs and activities carried out under Title V of the Social Security Act; (2) To improve the coordination of services for at-risk communities; and (3) To identify and provide comprehensive services to improve outcomes for eligible families who reside in at-risk communities. Goals and Objectives: Goal 1 –Increase the enrollment of MIECHV programs and communities to implement effective evidence-based home visiting services •Objective 1.1. By the end of the project period, First Teacher will maintain home visiting service provision in counties served as of FY 2023. Goal 2 – Improve maternal and newborn health in high-need communities served through the Alabama First Teacher Home Visiting Program •Objective 2.1. By September 30, 2026, First Teacher statewide program will maintain or improve performance over FY2023 performance by demonstrating improvement on at least one-third of the constructs associated with the MIECHV legislatively-mandated benchmark 1. Goal 3 – To prevent child injuries, child abuse, neglect, or maltreatment, and reduce emergency department visits for children in high-need communities served through the Alabama First Teacher Home Visiting Program •Objective 3.1. By September 30, 2026, First Teacher's statewide program will maintain or improve performance over FY2023 performance by demonstrating improvement on at least one-third of the constructs associated with the MIECHV legislatively-mandated benchmark 2. Goal 4 – To improve school readiness and achievement for children in high-need communities served through the Alabama First Teacher Home Visiting Program •Objective 4.1. By September 30, 2026, the Alabama First Teacher statewide program will maintain or improve performance over FY2023 performance by demonstrating improvement on at least one-third of the constructs associated with the MIECHV legislatively-mandated benchmark 3. Goal 5 – To reduce intimate partner violence for families in high-need communities served through the Alabama First Teacher Home Visiting Program •Objective 5.1. By September 30, 2026, the Alabama First Teacher statewide program will maintain or improve performance over FY2023 performance by demonstrating improvement on at least one-third of the constructs associated with the MIECHV legislatively-mandated benchmark 4. Goal 6 – To maintain and improve family economic self-sufficiency for families in high-need communities served through the Alabama First Teacher Home Visiting Program •Objective 6.1. By September 30, 2026, the Alabama First Teacher statewide program will maintain or improve performance over FY2023 performance by demonstrating improvement on at least one-third of the constructs associated with the MIECHV legislatively mandated benchmark 5.
