Maternal, Infant and Early Childhood Homevisiting Grant Program - Pennsylvania Department of Human Services Office of Child Development and Early Learning (OCDEL) Home Visitation strives to provide high-quality, evidence-based home visitation services for at-risk families across the Commonwealth. This will be accomplished by ensuring a continued success rate of 100% of the Local Implementing Agencies (LIAs) deliver Evidence-Based Home Visiting (EBHV) services with fidelity on an on-going basis to strengthen and support families and promote maternal, infant, and early childhood health. EBHV models will be funded to offer services that are responsive and reflective of the identified needs of the communities in which they are located. Community efforts to design an infrastructure that joins early childhood and home visitation and explores sustainability and health equity within the community’s system of service delivery will be supported. Evidence-Based Home Visiting models are funded to offer services that are responsive and reflective of the identified needs of the communities in which they are located. These needs are identified through local and state needs assessments. Community efforts to design an infrastructure that joins early childhood and home visiting and explores sustainability within the local system of service delivery are supported using ongoing data collection and analysis, and Continuous Quality Improvement strategies that bring together community agencies and strive towards a collaborative approach to home visiting. The partnerships with national model developers for the MIECHV funded EBHV models focus on supporting agencies’ provision of services with fidelity to each model, including professional development, technical assistance, and reporting and monitoring strategies. At the state and local level, sustainability of home visiting services and the expansion of the continuum of early childhood services is achieved through a collaborative approach that includes feedback and resources from community stakeholders, state departments, and advocacy groups. The maximum number of families targeted to be served through MIECHV funding for FFY 2023 is 1,414 through the current 16 LIAs that provide services in 19 counties across Pennsylvania. Home visiting services are intended to focus on low-income families throughout the Commonwealth, who are at-risk for maternal and infant health issues and developmental concerns and need additional supports during pregnancy through their child’s infant, toddler, and preschool years. Pennsylvania, through MIECHV funding as of April 2023, is supporting the following EBHV models: Parents as Teachers, SafeCare Augmented, Nurse-Family Partnership, Family Check-Up, Child First, and Early Head Start. Additional LIAs, counties, and EBHV models may be added after implementing the plan for the increased MIECHV base grant award.
