Additional funding included in this FY2023 Base Grant Award will support: an increase in the cost per family comparable to current EBHV model recommendations to ensure local implementing agencies (LIAs) have the ability to provide high quality services with fidelity to the EBHV model; expansion in year two of MIECHV-funded EBHV into the identified at-risk counties of Carter, Reynolds, Shannon, Wayne, and one To-Be-Determined; and professional development based on LIA needs. Goals (G) and Objectives (O): G1: A state and local infrastructure to implement EBHV programs and services that are part of an early childhood system within the state. G1-O1: Through September 29, 2025 the Missouri MIECHV Program will continue active participation through five formal agreements with internal and state-level partners allowing for enhanced coordination of activities to deliver EBHV services with a focus on providing equitable services to low-income at-risk families. G1-O2: Through September 29, 2025 MIECHV funding will continue support of data collection by LIAs, ongoing monitoring of data quality and progress on performance measure and outcomes data to guide activities and to measure and determine the effectiveness of EBHV services. G2: Identify needs and provide comprehensive services to improve outcomes for families who reside in at-risk communities (counties) throughout this project period. G2-O1: By September 29, 2025 three LIAs will complete participation in the Home Visiting Collaborative Improvement and Innovation Network (HV CoIIN) 3.0 focused on health equity, and will share knowledge learned with LIAs through a three-tiered Continuous Quality Improvement (CQI) process focusing on identifying and understanding root causes of inequities in each at-risk community and development of activities for the provision of equitable services for families. G2-O2: Through September 29, 2025 contracts will be executed and supported for the continuation of EBHV services, reinforcement of quality services through additional contract funding, and support expansion into four additional at-risk counties, increasing total capacity of family slots by 24% in year two. G2-O3: Through September 29, 2025, professional development will be provided to strengthen implementation of EBHV services. Methodology: Major methods/activities include: • EBHV models: Early Head Start Home-Based Option, Healthy Families America, Nurse Family Partnership, and Parents as Teachers • Counties to be served: Butler, Carter, Dunklin, Mississippi, New Madrid, Pemiscot, Reynolds, Ripley, Shannon, St. Louis City, Wayne, and a To-Be-Determined at-risk county • Proposed caseload of family slots: Year one-524 and Year two-607 • Current Caseload of MIECHV Family Slots: 488 • Key Activities: continued participation in the development of improved linkages through referral networks and resource supports for enrolled families; continued contract support including a robust subrecipient monitoring process, and programmatic and data collection support provided to LIAs; utilization of a continuous quality improvement process which includes active participation of family representatives; and provision of professional development to support LIAs.
