The State of Alaska MIECHV project provides evidence-based home visiting services to at-risk families and seeks to improve maternal and infant health outcomes, improve school readiness, increase economic self-sufficiency, better coordinate needed referrals to services for families, and decrease child maltreatment. There is one local implementing agency, The Children's Hospital at Providence (TCHAP). Goals and Objectives: The goals are to provide high-quality nurse home visitation services to at-risk as defined by WIC or Medicaid eligible to pregnant women and their children within the Municipality of Anchorage and Mat-Su Boroughs, continue an evaluation process to collect additional data for program improvement and effectiveness, integrate home visiting into a comprehensive, high-quality system of services for the early childhood population, and strive for project sustainability. Objectives: 1) By 9/29/25, 200 families in Anchorage and Mat-Su will be enrolled and receiving services 2) By 9/29/25, TCHAP NFP will maintain their current level of 15-30 referrals monthly.. 3) By 9/29/25, the TCHAP NFP program will have an attrition rate that meets NFP model targets. 4) By 9/29/25, the NHVs will have at least 9 continuing education experiences per year. 5) By 9/29/25, Alaska will demonstrate quantified improvement of the three CQI goals developed and outlined in the 2023-25 CQI Plan. 6) By 9/29/25, with a contractor, further develop, launch and expand an Alaska Home Visiting Alliance to promote home visiting in Alaska. 7) By 9/29/25 WCFH and TCHAP NFP will participate in at least 5 early childhood systems initiatives or collaborations. Methodology: Nurse Family Partnership® (NFP) is an evidence-based model designed for first-time, low-income mothers and their children. It includes one-on-one home visits by a Bachelor of Nursing-prepared registered Nurse Home Visitor (NHV) beginning early in pregnancy (no later than 28 weeks gestation) and concludes when the child reaches age two. In 2022, the new NFPx model enhancement expanded eligibility to include multiparous and clients enrolling up until the time of birth. At-risk is defined by being Medicaid or WIC eligible. The service area is the Municipality of Anchorage and the Matanuska-Susitna Borough. The total service capacity of the program 25 clients per NHV with a team of 8 FTE NHVs, or 200 families at any given time. The number of proposed case slots for FY23, FY24, and FY25 will continue at 200 for each federal fiscal year unless there is a model variance. The Alaska MIECHV program will collaborate with other state and tribal home visiting programs and models, health care providers, infant learning, higher education, Medicaid/CHIP, Child Protection Services, the NFP National Service Office, and other State and social service agencies who serve this high risk population.
