Maternal, Infant and Early Childhood Homevisiting Grant Program - PURPOSE: Washington State has continued to develop a strong home visiting portfolio for the highest risk families. Through this grant we continue this impact by sustaining and strengthening the existing programs. We use the MIECHV home visiting needs assessments to pinpoint the highest needs areas and continue to mold a comprehensive family supports approach that expands home visiting. Goals and Objectives: The goals and objectives of the Washington home visiting system have continued to reflect the strong work of our state over the last 12 years. These foundational systems goals continue to guide home visiting systems planning and development. Goal 1 - Governance and Planning: Integrate the home visiting system as part of the broader early learning planning and governance structure; encourage collaboration at the state and local levels, and engage and reflect the communities served. Objective 1A: Use the home visiting planning structure to provide ongoing input and guide strategic direction in the development of the home visiting system. Objective 1D. Listen to diverse local communities‘ views about culturally competent home visiting services, and use their input and local programs‘ expertise to assess the cultural competency of promising, research-based and evidence based home visiting models. Goal 2 - Finance and Sustainability: Build finance strategies and generate resources to sustain and grow the home visiting system in Washington state. Objective 2A: Continue to build finance strategies to support evidence-based, research-based and promising practice home visiting programs. Objective 2E. Ensure that the finance strategies are informed and influenced by families, consumers and stakeholders, and aim to reflect the diversity of communities served at the local, regional and state levels. Goal 3 - Service Delivery and Access: Ensure high-quality, culturally competent home visiting services that meet the needs of local communities are available and accessible to at-risk families across the state. Objective 3A: Make evidence-based program models more widely available and accessible to local communities. Objective 3B: Throughout the project period, support local programs to conduct culturally competent outreach to recruit and retain families in home visiting programs in underserved communities. Goal 4 - Quality and Accountability: Ensure high-quality services and effective implementation of home visiting models and programs. Objective 4A: Increase capacity to collect and analyze meaningful data at the program, model and systems levels for use in home visiting program improvement efforts. Objective 4B: Use data to support continuous quality improvement and ongoing learning at the state, Implementation HUB and local levels. Objective 4C: Build professional development opportunities, training, and technical assistance for specific models/programs to support quality implementation of home visiting services. Goal 5 - Public Engagement: Build community and public will for a home visiting system that provides high-quality services to families in local communities. Objective 5A: Ensure that public engagement efforts are informed and influenced by families, consumers and stakeholders, and aim to reflect the diversity of communities served at the local, regional and state. METHODOLOGY: The proposed funds will support 16 at risk areas statewide. FFY22 formula grant funds will support two evidence based models: Nurse-Family Partnership and Parents as Teachers. Washington will fund 1,361 family slots through the grant period. Populations served include, but are not limited to; families experiencing poverty, diverse racial/ethnic populations, young mothers, families involved with child welfare. Washington’s Implementation Hub will provide training, technical assistance & coaching for evidence-based models.
