Project Title: Maternal, Infant, and Early Childhood Home Visiting Grant Program Address: 205 Jefferson St., Jefferson City, MO 65101 Project Director Name: Lisa Ivy Email Address: lisa.ivy@dese.mo.gov Phone Number: 573-522-4877 Fax Number: 573-526-8000 Purpose: The Missouri MIECHV project goals are to have a state and local infrastructure that are part of an early childhood system and implementation of evidence-based home visiting (EBHV) services serving priority populations included in MIECHV legislation in 7 of the 30 at-risk counties identified in the 2020 MIECHV Needs Assessment (NA). Activities to support these goals will be conducted throughout the period of this FY 2022 Non-Competing Continuation application. Goals (G) and Objectives (O): G1: A state and local infrastructure to implement evidence-based home visitation programs and services that are part of an early childhood system within the state. G1-O1: Integration of the Missouri MIECHV program within the newly established DESE Office of Childhood (OOC), with activities to increase coordination with comprehensive early childhood programs both within the OOC and with agency partners committed to the overall well-being of children and families throughout this project period. G1-O2: Collection and analysis of MIECHV performance measure and outcomes data to guide activities and to measure and determine the effectiveness of evidence-based home visitation programs and services throughout this project period. G2: Identify needs and provide comprehensive services to improve outcomes for families who reside in at-risk communities (counties) throughout this project period. G2-O1: Dissemination (spread and scale) of information learned during participation in the Home Visiting Collaborative Improvement and Innovation Network (HV CoIIN) cohort 3.0 and utilization of the skills and tools learned throughout this project period. G2-O2: Continuation and strengthening of evidence-based home visiting
services in the currently funded at-risk communities (counties) throughout this project period. G2-O3: Provision of professional development, training, and other supports to benefit the implementation of EBHV services throughout this project period. G2-O4: Assess and improve the equity of services provided by LIAs within this project period. Methodology: Major activities planned to attain the goals and objectives include continued contracting with local implementing agencies; improvement of the MIECHV data collection system; continuous quality improvement activities; and support and provision of professional development and training. • Eligible EBHV models currently supported include Early Head Start Home-Based Option, Healthy Families America, Nurse Family Partnership, and Parents as Teachers. • At-risk communities (counties) to be served include Butler, Dunklin, Mississippi, New Madrid, Pemiscot, Ripley, and St. Louis City • Total proposed caseload of family slots for each federal fiscal year within the period of performance: 498 • Current Caseload of MIECHV Family Slots: 511 • Key Activities: Participate in the development of appropriate linkage and referral networks to community resources and supports for enrolled families through activities of the OOC; continuation of maintenance of the MIECHV supported data collection system, including on-going improvements to improve accuracy, usability and support of LIAs; dissemination of CQI knowledge and skills gained through participation in the HV CoIIN Breastfeeding Cohort 3.0; continuation of contracts to ensure the delivery of EBHV services according to MIECHV legislative requirements; continuation of a robust subrecipient monitoring process to ensure EBHV services are delivered according to Department and Model requirements; provision of professional development to support the implementation of EBHV services; activities to assess and improve the equity of EBHV services provided in counties identified as most at-risk
