First Teacher will maintain home visiting service provision in counties served as of FY 2022 Goal 2 – Improve maternal and newborn health Objective 2.1. First Teacher will maintain or improve performance over FY2021 performance on at least one-third of the MIECHV constructs on Benchmark 1. Goal 3 – Prevent child injuries, child abuse, neglect, or maltreatment, and reduce emergency department visits Objective 3.1. First Teacher will maintain or improve performance over FY2021 performance by demonstrating improvement on the constructs on Benchmark 2. Goal 4 – Improve school readiness and achievement for children in high-need communities Objective 4.1. First Teacher will maintain or improve performance over FY2021 performance by demonstrating improvement on the constructs associated with Benchmark 3 Goal 5 – Reduce intimate partner violence Objective 5.1. First Teacher will maintain or improve performance over FY2021 performance by demonstrating improvement on the constructs associated with Benchmark 4 Goal 6 – Maintain and improve family economic self-sufficiency Objective 6.1. Goal 8 – Support a comprehensive evaluation of project outcomes Objective 8.1. Evaluation team will monitor and assess the performance of all home visiting program sites using the common set of benchmarks, providing technical assistance as needed Objective 8.2. Establish a method to electronically link First Teacher home visiting program data with other early childhood programs’ data managed by the agency (First Class PreK; Head Start) to assess school readiness Objective 8.3. Incorporate First Teacher data into other agency initiatives related to linkage with K-12 data to assess educational performance Goal 9- Support best practices and improve service delivery for First Teacher participants Objective 9.1. Evaluation team will facilitate continuous quality improvement activities with individual First Teacher LIAs Methodology: i. Evaluating data for each counties, taking into consideration the ability of the communities to implement each model, and a need to offer services across the early childhood continuum, Parents as Teachers and Nurse Family Partnership will be the models used for First Teacher. Given the alignment of the models’ specifications with MIECHV requirements, this selection offers the best opportunity to accurately measure and achieve outcomes in benchmark areas ii. MIECHV funds are currently being used to serve 40 of the 67 counties in Alabama. These counties were identified as high-risk counties in the 2020 statewide needs assessment iii. FY2023/2024 capacity will be 1353 per year iv. Current capacity is 1710 v.
