National Organizations of State and Local Officials: State Health Services and Financing - · Address: 601 New Jersey Ave, NW, Suite 740, Washington DC 20001 · Project Director: Amanda “Kate” McEvoy · Contact Phone Numbers: 203.376.2328 (Voice), (N/A Fax) · Email Address: kate.mcevoy@medicaiddirectors.org · Website Address: medicaiddirectors.org · List all grant program funds requested in the application: $1,499,949 With this HRSA NOSLO program funding, National Association of Medicaid Directors’ (NAMD) proposes to build literacy among state Medicaid directors and other health care payment officials about HRSA priorities and initiatives; establish strong, routine connections among Medicaid officials, other health care payment officials and state public health leaders that transcend projects and endure over transitions of federal and state administrations; and identify and act on opportunities to align strategies and interventions as well as to braid and optimize use of HRSA and Medicaid funding to ensure sustainable impact. NAMD is a national association representing 56 state and territory Medicaid and CHIP directors who comprise its central membership, and over 500 senior members of state and territory Medicaid teams, including deputy directors, Chief Financial Officers, eligibility system leaders, public information officers, leaders in reducing disparities, and Chief Information Officers. NAMD has also become a convenor of and Medicaid information hub for sister organizations that directly represent other health care payment officials, notably including behavioral health directors, governors’ staff, and state-based marketplace officials, among others. NAMD’s Existing Convenings of Medicaid Directors, State Medicaid Leaders, and Sister Entities Our constituents have need for capacity-building assistance in articulating and advancing means through which federal and state agencies that are focused on Medicaid and public health can routinize the practice of cross-disciplinary collaboration, across time and administrations, in furtherance of topical areas of focus including: 1) access to and continuity of Medicaid coverage; 2) workforce interventions and partnerships with health care providers; and 3) improving access and experience, reducing duplication of effort, and ensuring a whole person and family systems approach for youth who are involved with multiple health and human services systems, including Medicaid, the educational system, child welfare, behavioral health and/or juvenile justice. NAMD proposes to build on its central identity and mission as the national membership organization of Medicaid officials; organizational structure around and expertise in Medicaid state programming, federal policy support and member services; successful, standing role in convening affinity, interest groups and knowledge exchanges as well as a well-recognized monthly forum for sister associations representing other healthcare payment officials (illustrated in the figure below); robust multi-modal communications capacity and means of eliciting formal and of-the-minute feedback from its membership; and strong, longstanding partnerships to support communication, information sharing and training between HRSA, Medicaid leaders and other health care payment officials.
