Hospital Preparedness Program Cooperative Agreement - The purpose of the Arizona Department of Health Services (ADHS) Hospital Preparedness. Program (HPP) is to protect the health and wellness of all Arizonans by implementing an all-hazards, whole community approach to health care system preparedness, response, and recovery. This purpose, which is in alignment with the Department’s vision and mission statements, provides the foundation for the upcoming five-year project period. ADHS will continue to collaborate with health care coalition (HCC) partners, local public health departments, tribal jurisdictions, emergency management, Emergency Medical Services for Children (EMSC), educational agencies, the Governor’s Office on Aging, access and functional needs (AFN) advocates, community organizations representing communities most impacted by disasters, Regional Emerging Special Pathogen Treatment Centers (RESPTCs), and many others to improve healthcare system resilience and expand our whole community approach to preparedness. ADHS staff will build on past accomplishments during this new five-year project period and will continue to implement a capability-based approach to planning, training, exercising, and program evaluation. This work will be grounded in the National Health Care Preparedness and Response Capabilities and the Health Care Preparedness and Response Capabilities for Health Care Coalitions. The focus of ADHS’ health care system preparedness efforts will be ongoing collaboration with HCC partners. Outcomes of this work will include: ● Health care delivery system readiness to respond to a shifting threat landscape and community needs over multiple years. ● Continuous programmatic and administrative improvement on multi-year priorities. ● HCC governance, management, and operations that reflect community partnerships. ● Coordinated planning and decision-making among health care delivery system partners. ● State, local, tribal, and territorial agencies, HCCs, and other partners provide integrated health care response incident management. ● A resilient health care workforce able to safely meet response and recovery demands. ● Sufficient space, systems, staff, and resources to support patient movement and patient care delivery during response and recovery. ADHS will continue to work closely with all HPP and HCC partners to accomplish these outcomes, enhance existing relationships, and improve response capability across sectors and jurisdictions. ADHS Bureau of Operational Readiness and Response (BORR) will continue to grow relationships across the Department to deepen agency-wide involvement in health care system preparedness. The crucial support provided by this funding opportunity will sustain readiness and enhance resilience for all types of emergencies and disasters with public health consequences.
