Hospital Preparedness Program Cooperative Agreement - The Hospital Preparedness Program (HPP) Cooperative Agreement covers the five-year project period between the months of July 2024 through June 2028. This project abstract summary is a snapshot of the attached project narrative for Palau’s HPP program that covers the Purpose, Background, Objectives and Activities, Partner Engagement, Evaluation and Performance Measurement Plan, and Organizational Capacity. Palau’s Ministry of Health and Human Services (MHHS) is made up of three Bureaus – the Bureau of Public Health & Human Services, Bureau of Hospital Services, Bureau of Health System Administration. MHHS is the sole authority on health and operates the single hospital on island. The Bureau of Public Health & Human Services is the only public health department in Palau and the Emergency Health Program (HPP, PHEP, EMSC) is situated under this bureau. This program has led preparedness initiatives and activities for the Ministry of Health and Human Services’ bureaus, divisions, units and programs in close collaboration and partnership with key emergency preparedness, management and response partners, stakeholders, and the community at large. In order to achieve successful implementation of activities for the new five-year project period, the HPP program in Palau intends to incorporate the nine core functions outlined in the NOFO into its strategy. These functions will serve as a comprehensive framework for conducting the activities and ultimately reaching the desired outcomes specified in the NOFO. This will be achieved through the program’s continued close collaboration with PHEP and EMSC programs in the next five years, during which it will strive to further strengthen and improve relationships with all partners and community stakeholders in emergency preparedness. This includes the program’s ongoing efforts to maintain and enhance the Palau HCC, as it remains a top priority for the Ministry of Health and Human Services to maintain these partnerships and utilize available resources to achieve our goals. Through such collaborative effort, plans and protocols for effectively responding to emergencies will be established. These plans will be regularly evaluated and improved through trainings and exercises, in order to enhance Palau's medical surge capabilities and capacities. The program remains committed to providing opportunities for HCC members to expand their knowledge and skills, and to actively involve coalition members in all program activities. Throughout the five-year project period, the program, in close collaboration with key partners and stakeholders will conduct specific activities to ultimately achieve the project period’s overall goals of addressing community needs, building connectivity, and saving lives during emergencies and disasters that exceed the day-to-day capacity of health care and emergency response systems.
