The CT ATR Program provides genuine individual choice among a comprehensive array of clinical and recovery providers, including faith and peer providers, and increases capacity for a continuum of recovery-oriented services. The CT Access to Recovery (CT ATR) Program, applying lessons learned from previous implementations will target adults, ages 18 and older, with substance use disorders, with emphasis on populations documented to have significant barriers in access to care, retention, and successful treatment outcomes, such adults involved with the criminal justice, child welfare, and veteran systems. The CT ATR Program is a private/public partnership among the Departments of Mental Health and Addiction Services, Correction, Children and Families, Veteran Affairs, and the Judicial Branch, Court Support Services Division (CSSD), the Administrative Service Organization, and community clinical and recovery support service providers including, faith and peer providers. DMHAS, as the Single State Agency for substance abuse services, will lead the CT ATR Program. The CT ATR Program will increase access and availability of services to 1,600 unduplicated individuals in Year 1; 2,200 unduplicated individuals in Years 2 and 3; and 2,000 in Year 4 for a total of 8,000 unduplicated individuals served over the 4-year project. This program will serve approximately 1,600 individuals with clinical services over the 4-year project period. Additionally, a total of 6,400 individuals will receive recovery services over the 4-year project.
