PROJECT ABSTRACT FORM The Grants to Support States in Providing Added Flexibility to Strengthen the Private Health Insurance Market through Implementation of Market Reforms under Part A of Title XXVII of the Public Health Service Act, Cycle II offered by the Center for Consumer Information and Insurance Oversight (CCIIO) will provide a funding source to afford the Department of Insurance, Securities and Banking (“Department”) the opportunity to ensure that District of Columbia laws, regulations, and procedures meet federal requirements, and the Department is able to effectively oversee and enforce these provisions. The Department seeks $671,456.71 ($660,000.00 baseline; $11,456.71workload) for activities related to planning and implementing the following provisions of the Public Health Service Act: • Section 2707 –Non-discrimination under Comprehensive Health Insurance Coverage (Essential Health Benefits Package): The Department intends to hire a consultant to examine policies, practices, and procedures that can be implemented in order to expand access to providers and health systems for all policyholders in the District. We expect that the consultant may propose new benefit design review tools and procedures that seek to eliminate discrimination against individuals on the basis of race, color, national origin, disability, age, and sex, as well as age, expected length of life, present or predicted disability, quality of life, or other health conditions. The Department would like to especially focus on health disparities.
