MDHHS PS24-0047 Project Abstract Summary
The Michigan Department of Health and Human Services (MDHHS) intends to use data-driven, evidence-based best practices to address the strategies and objectives in PS24-47 to support the Ending the Epidemic pillars of Test, Treat, and Respond and support each the HIV continuum of care. Through this five-year project period, Michigan will:
• Continue to implement HIV testing in health care settings, including routine opt-out HIV screening through establishing new facilities to implement BPAs, support ER testing in high prevalence area, continue to support opt-out testing in local health departments (LHDs), widely disseminate testing guidelines and services, and provide technical assistance on perinatal screenings and guidelines.
• Support linkage to care, re-engagement to care, and adherence support with a focus on essential services and social determinants of health by supporting a broad network of disease intervention specialists (DIS) and Early Intervention Specialists (EIS) at both the state and local level for seamless linkage to care within 7 days.
• Support and promote PrEP and PEP, condoms, SSPs, social marketing and media, and perinatal prevention through diverse partnerships and the lens of stigma reduction and capacity building.
• Utilize a strong cluster detection and response (CDR) program with a history of strong community engagement, innovative practices, community messaging, and capacity developed and funded across the HIV care continuum.
• Maintain a high-level of data integrity, attention to security and privacy, and the leverage of innovative surveillance tools to support using data for program support and resource allocation.
• Support continued and strategic community engagement and HIV planning.
MDHHS HIV Surveillance and Prevention programs have a long history of collaborative relationships, specifically in the areas of quality management, resource allocation, training, and data sharing which greatly support the opportunity to implement a coordinated response to the stated goals.
MDHHS HIV Surveillance and Prevention programs have well established infrastructures to carry out all six HIV prevention strategies, program objectives, and have allocated the required amount of funding toward those goals to the applicable entities in the Ending the Epidemic jurisdiction. MDHHS has leveraged other federal, state, and private funds to execute PS24-0047 strategies and will work in unison with internal units that focus on the prevention of HIV, ensuring high quality, timely reporting, and surveillance of data, and providing care for those diagnosed with HIV and syndemic infections. MDHHS will utilize available resources at community-based organizations, health care systems, the Michigan HIV/AIDS Council, Ryan White partners, local health departments, and others who share in the vision of achieving outlined work plan objectives.
