With 24-0047 funding, the Office of STI/HIV/VH (OSHV) at the Colorado Department of Public Health and Environment will implement strategies to provide HIV testing in a variety of health care and community settings, diagnosing HIV as early as possible, and increasing the percentage of PLHIV who are aware of their HIV status to 95%. We propose to accomplish these outcomes by implementing strategies that focus on a syndemic and whole-person approach to prevention and treatment and align with the Ending the HIV Epidemic pillars: prevent, diagnose, treat, and respond. Further, through rapid linkage to care, expanded data-to-care, and increased receipt of essential support services, we will treat people living with HIV rapidly and effectively to support sustained viral suppression to 95%. Colorado will expand access to proven interventions, including increasing access to pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), and harm reduction programming, including syringe services programs and condom distribution, preventing new HIV transmission. Additionally, this application will describe our approach to cluster detection, HIV surveillance, and community engagement. Finally, Colorado’s approach will bring together considerable expertise from staff and contractors to ensure high-impact HIV prevention and surveillance.
