The Illinois Department of Public Health (IDPH) Environmental Toxicology Program is responsible for responding to public inquiries regarding potential or actual adverse health effects from exposure to hazardous substances or conditions in the environment and there are 50 final or proposed National Priorities List (NPL) sites in the State. IDPH was previously funded by the Agency for Toxic Substances and Disease Registry (ATSDR) for nearly 25 years and completed hundreds of public health assessments for hazardous waste sites in Illinois. We propose to resume working cooperatively with ATSDR to assess sites and releases in Illinois, and begin planning and piloting a Choose Safe Places for Early Childcare and Education (CSPECE) program. Over the course of this agreement IDPH will prevent and control disease and injury by increasing citizen awareness about the health hazards and risks posed by hazardous waste sites in their communities and collaborating with partner agencies to implement remedial actions to reduce or eliminate exposure to site-related contaminants. IDPH will accomplish these outcomes by leveraging existing State and local partnerships along with existing staff experience, and begin developing new employees’ basic health assessment skills. IDPH has prepared a work plan for Project Year 2020, including a mixture of NPL sites, sites with community and/or Congressional interest, and sites being evaluated by the Illinois EPA. IDPH also will enhance an existing partnership with the Department of Children and Family Services and begin developing CSPECE policies and procedures which have the potential to impact more than 3,000 Illinois day care centers and group day care centers. Following each project year, the Program will prepare an annual report for stakeholders summarizing site-related activities, challenges and successes.
