LA. APPLETREE program will identify exposure pathways to hazardous waste substances & releases at LA hazardous waste sites and identify, implement, and coordinate public health interventions - The Louisiana Department of Health/ Section of Environmental Epidemiology (LDH/SEET) has prepared an application for the ATSDR's Partnership to Promote Local Efforts to Reduce Environmental Exposure (APPLETREE) Program. Over the past 25 years, LDH/SEET has established excellent relationships with environmental regulatory agencies, collaborating with the Environmental Protection Agency(EPA) and the Louisiana Department of Environmental Quality (LDEQ). Although Louisiana is a small state in terms of population, the petrochemical industry in Louisiana includes approximately 370 Toxic Release Inventory (TRI) facilities accounting for a quarter of the total United States petrochemical production and ranks fourth out of 56 states and territories for releases per square mile, according to the EPA website. The majority of the facilities are located along the Mississippi River in Southeast Louisiana and along the Calcasieu Estuary in Calcasieu and Cameron Parishes in Southwest Louisiana. Nearly 40% of the population in Louisiana resides within these industrial corridors and many are fearful of the adverse health effects from living in those areas. Under LDH's most recent CDC/ATSDR cooperative agreement during the years 2017-2020, LDH conducted a total of 33 assessments of 5 National Priority List (NPL) sites, 7 non-NPL sites, 3 proposed NPL sites, and six deleted NPL sites. The Public Health Assessments, Health Consultations, and Letter Health Consultations are available to the public on the ATSDR and LDH websites and are publicly distributed statewide throughout the state library system. The LDH proposes to assess environmental data from 13 sites (which include 10 NPLs and 2 proposed NPLs) during the time period April 1, 2020- March 31, 2021. LDH will review and analyze environmental data collected by EPA or LDEQ from monitoring at the sites and produce LHCs, HCs, or PHA documents that will guide preventative actions. There are currently over 1500 licensed early child care centers in the state of Louisiana. All early child care centers which provide care to 7 or more children on a regular basis for at least 12.5 hours a week in the State of Louisiana are required to have a state child care license in order to operate in accordance with Louisiana Title 28, Part CLXI. In the time period April 1, 2020 - March 31, 2023, the LDH/SEET plans to continue the progression of the existing Choose Safe Places for Early Care and Education (CSPECE) program by: enhancing the CSPECE program using pilot evaluation results; educating target populations about choosing safe ECE locations and recognizing environmental risks; engaging and maintaining multi-sector partnerships; screening ECEs for environmental hazards; responding to screening results; implementing process systems or policy changes to support exposure prevention; creating a sustainability plan; and establishing infrastructure and capacity for sustainability of the program. LDH/SEET proposes to conduct Soil, Screening, Health, Outreach, and Partnership (SoilSHOP) events in the New Orleans area in FFY20. According to a Tulane University study (Environmental and health disparities in residential communities of New Orleans: Environment International 51(2013) 73-81), childhood lead exposure is significant in inner city New Orleans, where some communities have more than a 50% prevalence of blood-lead levels over 10 ug/dL. In FFY20, LDH/SEET plans to partner with LDH’s Childhood Lead Poisoning Prevention Program and the LSU Agriculture Center at two gardening events/year to offer free lead screening of soil samples from community gardens. For sample results 100 ppm or greater, we will suggest above-ground growing (in containers). We will provide attendees with information on safe gardening practices, ways to protect children from lead exposure, and one-on-one health education about the hazards of lead.
