The purpose of the partnership between the Massachusetts Department of Public Health/Bureau of Environmental Health (MDPH) and ATSDR’s Partnership to Promote Local Efforts to Reduce Environmental Exposure (APPLETREE) is to identify pathways of exposure to hazardous substances at waste sites and releases and to identify, implement, and coordinate public health interventions to reduce exposures to hazardous substances at levels of health concern. MDPH has conducted public health assessments and environmental health education and outreach activities at sites throughout Massachusetts for over three decades with a multi-disciplinary team of environmental health scientists and health educators/community involvement staff. For all of our proposed activities, MDPH will collaborate with ATSDR on program evaluation and performance measurement. MDPH will develop and regularly update its Annual Plan of Work (APOW) with approval by the ATSDR Technical Project Team. MDPH proposes 6.73 FTEs and anticipates conducting health consultations and health education and community involvement activities during the first funding year for the 27 sites on the proposed APOW, along with many Technical Assists. These activities will aim to achieve the following measurable outcomes for sites: (1) timely dissemination of site-specific findings to partners, stakeholders, and community members; (2) increased partner buy-in and acceptance of recommendations; (3) regulatory agencies and individuals accept and implement site recommendations; (4) site-related exposures are decreased, eliminated, or prevented; and (5) exposures to hazardous chemicals are decreased, eliminated, or prevented. MDPH is committed to expanding and sustaining the Massachusetts Choose Safe Places for Early Care and Education (MA CSPECE) program to reduce and prevent hazardous chemical exposures among children and staff in early care and education programs (ECEs). Activities will aim to achieve the following measurable outcomes: (1) increased stakeholder/partner knowledge of ECE siting issues and recommendations to prevent exposure; (2) enhanced infrastructure to expand and sustain MA CSPECE; (3) increased stakeholder practices and systems/policy changes to prevent hazardous exposures for children; (4) increased practices of MDPH to manage MA CSPECE independently; and (5) decreased, eliminated, or prevented exposures. MDPH proposes a new partnership with academic and medical professionals to translate environmental health science into educational strategies that engage clinicians on environmental health issues. This partnership will aim to achieve the following outcomes: (1) increased knowledge among clinicians and students to identify, reduce, prevent, and treat health effects from environmental exposures; (2) development of environmental health educational materials for clinicians; (3) development of clinicians’ understanding on how to triage community environmental exposure concerns; (4) identification of environmental health interventions and medical diagnostic tests, imaging studies, and/or treatments; (5) development of a clinical or state public health service training program for clinicians interested in environmental health; (6) implementation of a training program with free continuing education credits; and (7) reduction in the burden of environmental diseases.
