Penn ADRD Public Health Adoption Accelerator (PHAA) - Alzheimer 's disease and related dementias (ADRD) affect more than 7 million Americans and represent one of the most urgent and rapidly growing public health challenges facing state, tribal, local, and territorial (STLT) public health agencies. Despite decades of research producing effective public health strategies for ADRD risk reduction, early detection, and caregiver support, a solvable gap exists between what the science supports and what STLT agencies have the capacity to find, evaluate, and implement. The University of Pennsylvania ADRD Public Health Adoption Accelerator is designed to close that gap. This national Adoption Accelerator brings together leading experts in dementia care and implementation science who have partnered with CDC-funded BOLD public health program collaborators, national public health organizations, and lived-experience networks to advance the goals of the Healthy Brain Initiative Road Map Series and the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer ' s Act across a five-year period of performance (September 30, 2026-September 29, 2031). Strategies and Activities Strategy 1 Prioritization and Implementation Strategy Registry: Using a Community Preventive Services Task Force-modeled systematic evidence rating protocol and established implementation science frameworks, the team will annually scan ADRD public health strategies in use across Building Our Largest Dementia (BOLD) public health program grantees, convene an Expert Advisory Panel to rate and prioritize strategies by health impact, scalability, and reach to high-risk populations, and maintain a publicly accessible Implementation Strategy Registry organized by Healthy Brain Initiative (HBI) Road Map practice area. Strategy 2 Technical Assistance and Capacity Building: The Accelerator will provide differentiated technical assistance (TA) to BOLD public health programs and state, tribal, local, and territorial agencies, tailored to each agency ' s readiness and capacity. Three BOLD program grantees serve as Launchpad incubation sites receiving intensive implementation science-guided support with standardized outcome measurement. An annual Evidence Academy disseminates Registry findings and site implementation outcomes to practitioners and national partners. Strategy 3 Communications, Marketing, and Continuity: The Accelerator will develop and implement a national communications and marketing plan targeting STLT practitioners, healthcare leaders, policymakers, and caregivers, maintaining a shared Healthy Brain Initiative identity consistent with Component 1 and 2 recipients. The National Association of County and City Health Officials (NACCHO), USAging, Dementia Friendly America, LiveWell, the Empowering Partnerships Network, and the Yale Center for Aging Well serve as primary dissemination channels. Expected Outcomes The Adoption Accelerator expects to achieve the following outcomes during the period of performance: -Increased national implementation: Evidence-informed ADRD tools and practices adopted by organizations at the national level; tracked annually using CDC-defined performance measures. -Increased STLT spread and use: Evidence-informed materials and strategies adopted by STLT agencies across all 10 HHS regions, supported by differentiated TA and Launchpad site case documentation. -Increased national communications reach: Evidence-informed communications and marketing products shared nationally through NACCHO, ASTHO, USAging, Dementia Friendly America, LiveWell, the Empowering Partnerships Network, and other partner channels.
