Announcement: CDC-RFA-DP20-2001: National and State Tobacco Control Program Applicant: Maryland Department of Health, Center for Tobacco Prevention and Control Maryland Tobacco Control Program: Improving the Health of All Marylanders through a Health Equity Lens Due to comprehensive statewide tobacco control programming, a robust infrastructure and network of partners, strong policies, and tobacco use and dependence treatment services at both the state and local levels, tobacco use in Maryland has decreased dramatically since 2000. Despite this success, tobacco use and related health concerns disproportionately impact vulnerable populations, including those with mental health illnesses or substance use disorders. Youth use of electronic smoking devices has recently skyrocketed, causing the U.S. Surgeon General to declare this an epidemic. In Maryland, use of these products increased by 73 percent from 2016 to 2018, reversing past successes of preventing nicotine addiction among youth and young adults. The Maryland Department of Health Center for Tobacco Prevention and Control will work in collaboration with national, state, and local partners to engage in policy, systems, and environmental change initiatives to identify and eliminate tobacco use health disparities through targeted programs creating tobacco-free environments, community-based partnerships, tailored health communications campaigns, quit support, and program surveillance and evaluation. The activities proposed for the next five years will focus on reducing tobacco use among those in the behavioral health populations by working at both the state and community levels to develop environments and tools conducive to supporting nicotine-free lifestyles. The Center will partner with various sectors to develop “recovery friendly” tobacco-free behavioral health facilities, work with providers and fund health systems to incorporate tobacco use and dependence treatment into overall recovery plans, and integrate tobacco use messaging and resources into trusted community programs and sectors. In addition, activities will engage youth and youth serving entities to reduce tobacco use among youth and young adults, including electronic smoking devices. Messages targeting youth populations and new digital-based tobacco use and dependence treatment tools will be provided and promoted. Additional support for the Maryland Tobacco Quitline will allow for continued comprehensive services to be provided to all residents, as well as more focused programs for populations of need. Achieving health equity is a major goal for all Maryland programs, striving to further the “triple aim of health equity” and social cohesion – strengthening community capacity, expanding the understanding of what defines and creates a community’s ‘health’, and creating buy-in from all sectors to integrate health in all policies. The Center will build on its past successes, implement data-driven and evidence-based programs, educate decision-makers, engage communities, implement communications interventions, promote health systems change, and continue to conduct surveillance and evaluation to inform all work.
