Integrated Viral Hepatitis Surveillance and Prevention Funding for Health Departments - The NYC Department of Health and Mental Hygiene (DOHMH) Viral Hepatitis Program (VHP) proposes to develop and implement comprehensive surveillance and prevention activities and indicators in alignment with the desired outcomes described by CDC in this RFA. Activities will be conducted in collaboration with other CDC-funded programs, New York State, local jails, community-based organizations -- including syringe service programs (SSPs), health centers, substance use treatment programs, and hospital systems. In particular, DOHMH will focus on strengthening a comprehensive viral hepatitis surveillance system to better inform outbreak detection and response, registry-based monitoring of disease burden, cure/viral suppression, and re-infection (component 1). This well-developed surveillance system will support core viral hepatitis prevention and elimination activities, including monitoring local trends and progress towards established global and national viral hepatitis elimination goals, such as the World Health Organization’s goal of treating 80% of people with diagnosed HCV infection, and comprehensive, stakeholder-involved elimination planning (component 2) that takes into account a diverse panel of local voices and perspectives to ensure equity in the planning, process, and anticipated outcomes of viral hepatitis elimination. VHP will also conduct a special project to contract with programs serving a high number of people who inject drugs (PWID), specifically inpatient detoxification centers and inpatient opioid and polysubstance use treatment programs to improve identification of HCV in PWID and linkage to care at a drug user health focused HCV primary care based program that provides in-person and telemedicine services to treat HCV and opioid disorder with medication assisted treatment (MAT) (component 3). Activities for all three components will have a single unifying goal: to eliminate the public health threat of viral hepatitis and related health disparities in NYC. Finally, VHP will leverage its 16 year old Hep Free NYC network, which as of 2019 had 108 participating organizations, and communications infrastructure to offer training, tools and technical assistance to community health organizations and other local and state health departments to build the capacity of clinical and non-clinical (outreach, tester, navigator, care coordinator) providers to conduct viral hepatitis prevention, testing, navigation and treatment.
