Newborn hearing screening has been mandated in Virginia since 1999 with statutory responsibility under the Virginia Department of Health with the mission to reduce the burden of communication disorders resulting from hearing loss. The programmatic goals of VA EHDI are to ensure all infants receive a hearing screening prior to one month of age, diagnostic audiologic testing no later than 3 months of age, and enroll in early intervention no later than 6 months of age for those identified as Deaf or Hard of Hearing (D/HH). Hearing loss of any type can result in delays of speech, language, social and emotional development. As a state with just under 100,000 births, the VA EHDI program has maintained high levels of screening rates enabling a shift in focus to the later programmatic goals of diagnostic evaluation by 3 months and enrollment in Early Intervention by 6 months. The EHDI-IS is a robust, web based surveillance system designed to meet the CDC’s 1-3-6 programmatic goals. This information system integrates data from a number of different sources that include the electronic birth certificate, certifiable birth events, newborn hearing screening, birth defects reporting and a new module that provides death registration online, ERDS (Electronic Death Registration System). Multiple sourced data provides all Tier 2 data elements mandated by the CDC as well as all demographic data to create a unique patient record for every newborn born in Virginia. The focus of this grant is on CDC’s 3 and 6 month programmatic goals to improve timely documentation, reporting, and analysis or diagnostic and intervention data through optimization of EHDI surveillance practices and information systems. With a focus and goal in mind, the purpose of this particular project is to overcome barriers and enable VA EHDI to improve current user utilization as well as expand the EHDI IS to incorporate new user groups such as primary care providers. The strategies that VA EHDI will use to reach the above aforementioned goal are Optimize current EHDI-IS system to strengthen data linkages, engage stakeholder for follow-up tracking and reporting, enhance current data analysis for continued program improvement, and submit patient level data for the CDC as well as disseminated findings amongst internal and external stakeholders.
