The Department of Health and Human Services has been given statutory authority to establish within the Department a “program” to enable children and their families to obtain information regarding newborn hearing screening and evaluation; and to learn about treatment and early intervention options at the earliest opportunity in order to prevent or mitigate developmental delays and academic failures associated with undetected hearing loss. Since 1999, the Maine CDC Newborn Hearing Program has been addressing those issues, specifically to ensure that all babies are screened by one month of age; ensure that diagnostic evaluations are completed by three months of age and to ensure that babies with a confirmed hearing loss are receiving early intervention services by six months of age. Delays in screening, evaluation or early intervention services can lead to delays in academic readiness resulting in an increased cost for special education services. The annual amount of funding being applied for is $160,000. This funding will improve access to out-of-hospital screening for babies born at home, analyze data and provide feedback to hospitals, and audiologists on quality of data reported, identify gaps related to the screening, diagnostic and early intervention process and plan for system improvements. This is the first year of funding of a four-year grant. Maine CDC has been receiving funding for this purpose for the past 19 years. Previous years’ funding has allowed Maine CDC to assure over 98 percent of babies receive a hearing screen. Of those who were screened, 98 percent were screened prior to one month of age. Maine continues to improve its diagnostic rate with 80 percent of babies who screened positive on their newborn hearing screen being evaluated by a pediatric audiologist prior to three months of age. This funding builds on other existing initiatives in the department, including the Department of Education’s Child Development Services (Part C) and the Maine Educational Center for the Deaf and Hard of Hearing’s Early Child and Family Services Program. Future funding will enhance these efforts by improving collaboration with Maine Pediatric Audiologists to improve reporting and documenting information. Another area of focus will be to improve collaboration with the early intervention system to assure access to early intervention and enhancing services to children with hearing loss. The Maine Newborn Hearing Program is the only agency that provides care coordination to assist families through the screening, diagnostic and early intervention system. By investing these funds into our public health activities, Maine CDC is able to reduce special education costs and related MaineCare costs for children who are deaf or hard of hearing. This may lead to speech and language delays and educational and social deficits with the associated educational, health and social costs.
