The Nigeria Centre for Disease Control, the Country’s National Public Health Institute (NPHI) established in 2011, obtained statutory mandate and legal enactment to provide a healthier and safer Nigeria through the prevention and control of diseases of public health importance in 2018. This was in response to a global health security agenda to provide a legal framework for NPHIs to become critical tools for the development of public health core capacities needed to implement the International Health Regulations (IHR) 2005. The organizational structure of the NCDC is challenged by administrative and technical bottlenecks of the bureaucratic system it emanated from. This has weakened its role in the implementation of the one health policy to steer a multi-sectoral and multi-disciplinary coordination mechanism at the Federal, State and Local Government Area levels in line with the IHR. The 2017 WHO Joint External Evaluation (JEE) of the IHR (2005) core capacities accentuates the need to provide technical assistance and support the ability of the NCDC to implement programs focusing on protecting and improving health by addressing the gaps identified. This affirms the need for a collaborative partnership with NCDC to strengthen its health systems. In response to the CDC-RFA-GH20-2098 Notice of Funding Opportunity (NOFO), the consortium led by Georgetown University’s brings the experiences of two of its centers i.e. Center for Global Health Practice and Impact (CGHPI) and Center for Global Health Science and Security (CGHSS) in partnership with Sustainability Solutions and Center for Family Health Initiatives (CFHI) to implement the Assuring Public Health International and Domestic Security (APHIDS) project. The consortium combines unique extensive competencies in health systems strengthening, financial management mechanisms, process and project management consultation under USG funded awards and will deliver proven and innovative interventions by fortifying and leveraging on the existing IHR capacities and resources. The consortium will achieve this through benchmark action plans to address critical gaps and constraints in the implementation of IHR. This process will utilize best global practices enhanced by technology solutions that will improve the development of core capacities. This proposal details strategies that will enable the APHIDS project to achieve the following short-term outcomes; (1) Improved program management capacity for implementation of IHR (2005) activities (2) Increased institutional capacity to implement financial management standard operating procedures (3) Improved ability of NPHI to manage processes using ISO 9000 or similar process management techniques (4) Improved project management capacity and tools for better implementation of IHR (2005) activities, and (5) Increased speed, efficiency and quality in the execution of projects that increase NPHI core competencies such as surveillance, laboratory, emergency operations and workforce. This will lead to increased operational efficiency and effectiveness of NPHI as intermediate outcome and ultimately improved ability of NCDC to prevent, detect and respond quickly and effectively to public health threats and events of international co ncern through capable public health work force as a long-term outcome. A well knitted monitoring, evaluation and learning plan with quality indicators to track performance on the outcomes of the project is highlighted in the proposal. The APHIDS project is a galvanized effort towards exploring opportunities for current investments for NCDC to develop a structure of its own that will enable it to function optimally. It is envisioned that the project will enhance Nigeria's capacity to carry out essential public health functions and improve accountability and efficiency within NCDC.
