Boone County is located in northwestern Arkansas. The US Census Bureau documents that the 590-square-mile county lies within the Ozark Mountains and its topography is characteristic of rolling hills between rugged mountain peaks. Small communities abound and population density is 62.5 per square mile. One-third of the county’s 37,480 residents and a majority of its business and industry is located in Harrison (population 13,087) which is the county seat and center of retail, government, medical, and social services. Estimates from the 2018 Boone County Quick Facts from the US Census Bureau also present the following information. The population of the county is comprised of 49.2% male, 50.8% female, 6.4% children under age 5, 22.9% youth under the age of 18, and the 65+ senior population is 20.7%. The ethnic composition of the county is 95.9% White and the remaining 4.1% is diversely represented by Hispanic/Latino, Asian, American Indian, and Black ethnic groups. LGBT’s are socially accepted in the diverse life of the county. Generational cultural opinions and predominantly protestant faith-based beliefs all play an important role in community life. The median household income is $43,262 in Boone County and $37,748 in Harrison. 14.8% of county residents live in poverty, with 21.3% of Harrison residents living in poverty. Basic retail services are easily available, but residents travel one to three hours to access major goods or services. Small pockets of manufacturing exist, but jobs are limited. Home ownership is 71.5% and affordable housing is very limited for residents in low-to-moderate income groups. Geographic and economic barriers, lower levels of educational attainment, and risky cultural attitudes passed down through generations, all produce major challenges for local youth. What Harrison and other small communities in Boone County lack in physical or financial resources is made up by a strong sense of community pride and willingness of neighbors with adequate education and financial resources to help those less fortunate or in need. In 2005, key leaders brought together community volunteers from many public sectors who recognized risky behaviors in youth populations and wanted to make positive changes. They named themselves the Boone County Substance Abuse Prevention (SAP) Coalition. Initially SAP researched data related to existing generational use of alcohol and drugs by county youth. Using these results, work began immediately to build a network of community partners to deliver awareness and education that addressed the needs identified. The coalition has worked for 15 years with much success and now wants to strengthen its efforts in new ways to reach beyond its ongoing activities to provide community level changes that will reduce substance use among youth and, over time, reduce substance abuse among adults. This will be done by addressing the factors in our communities that increase the risk of substance abuse and promoting the factors that minimize the risk of substance use. SAP is seeking Drug-Free Communities (DFC) Grant Support to provide the resources to help affect positive community change. This application seeks to address all ten communities and six school districts in Boone County and foster relationships within this DFC supported SAP network. We believe that our comprehensive long-term approach will allow us to invest strongly in today’s youth, facilitate growth that can easily transition toward long-term sustainability, and will ultimately result in a better tomorrow for today’s youth as adults of the future.
