NACCHO - STOP STDs - For over a decade, the National Association of County and City Health Officials (NACCHO), the membership organization for over 3,300 city and county health departments across the United States, has partnered with CDC’s Division of STD Prevention (DSTDP) to build the capacity of governmental public health to address sexually transmitted diseases (STD). Drawing upon NACCHO’s expansive communications, policy, and technical assistance platforms, NACCHO has built STD public health capacity, knowledge, skills, and abilities through partnership development and convenings, implementation of demonstration projects to generate best practices, program manager and leadership training, and the development and dissemination of effective tools and resources. NACCHO, in partnership with DSTDP, intends to leverage the breadth and depth of its experience in capacity building, policy and technical assistance, and communications to build capacity of STD public health programs and leadership to address the epidemic of STDs in the U.S. Specifically, NACCHO is putting forth a proposal under Components B, D, and E of the Support Technical Assistance & Opportunities for Program, Policy & Communications to Prevent STDs (STOP STDs) notice of funding opportunity with the aim of achieving the following outcomes: • Component B: NACCHO will provide policy education and increase capacity of STD/HIV public health staff to engage in policy discussions on STD/HIV program impact and cost effectiveness. As part of its approach, NACCHO will develop and implement an annual policy training and education academy, support CDC in tracking the state-level policy impact of STD prevention programs and activities, work with partners to raise awareness on policies and synergies within STD and HIV prevention programs, and provide policy technical assistance and educational products to STD/HIV program staff. • Component D: NACCHO will engage new partners in national STD discussions and with them, identify, explore, and address emerging issues through implementation of special projects and dissemination of best practice s. As part of its approach, NACCHO will convene both existing and new national partners, including CDC, to enhance collaboration on STD prevention and control and identify unaddressed STD/HIV issues; develop a communications plan inclusive of culturally competent messaging to address emerging issues affecting STD/HIV programs; and support pilot projects that address emerging issues, while providing assistance on performance, quality improvement, and evaluation activities. • Component E: NACCHO will provide ongoing leadership training and support to STD/HIV program directors and leaders to build their capacity to serve as catalysts for change and growth of STD public health programs. As part of its approach, NACCHO will identify core leadership competencies, establish a Leadership Academy for STD/HIV program directors as well as an orientation and technical assistance program for new program directors, create a mentorship and coaching program for directors, and develop other leadership trainings and continuing education programs. To advance each of these components, NACCHO’s HIV, STD, HIV, and Harm Reduction team will manage and oversee project implementation and coordinate the efforts of contributing staff from across the organization. Other supporting NACCHO teams will deliver expertise across the fields of public health law, marketing and communications, research and evaluation, government affairs, public health workforce development, and program and financial management. Finally, NACCHO will collaborate with a core group of external partners—Cardea Services, the Denver Prevention Training Center, and Dr. Matthew Golden—who will bring unique technical skills in building capacity of STD/HIV prevention and control programs and deeply rooted experience in advancing health equity.
