King County Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems - The Workforce and Foundational Capabilities activities in this proposal will enable PHSKC to increase staff diversity and supports, improve organizational systems and supports, and increase its ability to perform foundational capabilities in equitable ways. In hiring and supporting diverse staff, PHSKC’s purpose is to better reflect the population it serves at all levels of its workforce, including leadership. The activities will improve PHSKC’s organizational processes, including equitable contracting and staff recruitment. We aim to improve our ability to effectively and efficiently produce data and information to inform community planning, understand service provision, and spur action to improve health equity. The activities will strengthen existing and develop new community partnerships to achieve health equity and support PHSKC’s anti-racism work by incorporating additional community voices into decision making and distributing resources through community partners. We anticipate achieving three short-term outcomes including 1) increased hiring of diverse staff, with most placed in Human Resources, Administration, and the Office of the Director. Filling these and other positions will 2) strengthen our foundational capabilities, especially assessment/surveillance, policy development, communications, community partnerships, accountability, and equity. We also aim to 3) improve our data infrastructure and interoperability in order to further support our workforce and community. Our overall objectives are to: • Ensure adequate workforce staffing and supports to deliver foundational public health services and perform foundational capabilities in equitable ways—specifically assessment/surveillance, emergency preparedness, policy development and support, communications, community partnerships, organizational administrative competencies, and accountability/performance management. • Ensure ability to effectively and efficiently provide data and information to inform community planning, understand service provision, and motivate action to improve health equity. • Strengthen existing and develop new community partnerships to achieve health equity and support Public Health’s anti-racism work by incorporating additional community voices into decision-making and distributing resources through community partners.
