NC Navigator Consortium - Formed in 2013, the North Carolina Navigator Consortium has eleven years of experience as a strong, organized network of community and consumer-focused nonprofit agencies working together across all 100 North Carolina counties to provide Marketplace education, outreach and enrollment services through a mutually agreed upon master plan. The partners (and their base of operations) are: 1) Access East (Greenville); 2) CareReach (Marion); 3) Care Ring (Charlotte); 4) Charlotte Center for Legal Advocacy (Charlotte); 5) Council on Aging of Buncombe County (Asheville); 6) Cumberland HealthNet (Fayetteville); 7) HealthNet Gaston (Gastonia); 8) Kintegra Health (Gastonia); 9) Legal Aid of North Carolina (Raleigh); 10) Mountain Projects (Waynesville); 11) NC Field (Kinston); 12) Pisgah Legal Services (Asheville). In the 2024-2029 budget years, the Consortium seeks funding of $7,500,000 for each of the five 12-month budget periods to reach 3.4 million NC consumers through marketing and promotion activities and to assist 75,000 NC consumers with general or specific question about Marketplace health insurance in all 100 counties. The Consortium proposes to offer health coverage education, enrollment, and post-enrollment services year-round to underserved and vulnerable populations, or priority populations, including: • Racial and ethnic minorities • Rural communities • Lesbian, gay, bisexual, transgender, queer, and other LGBTQ+ individuals • Low-income or unhoused individuals • American Indian individuals • People with physical or intellectual disabilities • Individuals with cognitive, hearing, speech, and/or vision impairments • Pregnant women, new mothers, and women with children • Individuals with mental health or substance-related disorders • Individuals with HIV/AIDS • Medicaid-eligible individuals not enrolled in coverage despite being eligible for Medicaid The Consortium will train and certify/re-certify 243 Navigators and 56 will be paid full-time/100% and 16 will be paid full-time/75% with Navigator funds. 40 will be paid part-time/50%, 5 will be paid part-time/40%, 4 will be paid part-time 30%, 3 will be paid part-time/25%, 7 will be paid part-time/20%, and 14 will be paid part-time/10% with Navigator funds. 98 will be volunteers/not paid from Navigator funds. Of the 243 Navigators, 174 will be trained and certified by October 1, 2024 As a long-time Navigator grantee, the Consortium is aware of the requirements for providing Navigator services as outlined in 45 C.F.R. §§ 155.210 and 155.215 – the organization has a strong history of compliance to Navigator regulations as documented in its grant reporting. Legal Aid of North Carolina (LANC) will serve as the Lead Applicant for the Consortium, providing programmatic management, and administering the statutory and regulatory obligations of the cooperative agreement, including conflicts of interest, privacy standards, and reporting.
