The University of Pennsylvania Health System (UPHS)/Penn Medicine seeks to support the Military-Civilian Partnership for Trauma Readiness Grant Program/Mission Zero Act with this 5-year proposal. The goal of this project is to establish a military-civilian partnership (MCP) at UPHS/Penn Medicine that will improve the nation's response to public health and medical emergencies, particularly focused on combat trauma readiness. The objectives are to 1) Build a novel military-civilian trauma and combat casualty care training program at a world-class organization to serve as a prototype for the Navy and other military services and 2) To elevate the trauma readiness of Navy's medical, nursing, and allied health specialists from proficient to expert. As a result of this effort, we anticipate the following outcomes: 1) Expand the UPHS Navy-Strategic Health Alliance - Readiness & Performance (N-SHARP) program from proof-of-concept to a fully-staffed training platform supporting three embedded N-SHARP teams; 2) Support enhanced readiness for N-SHARP teams with exposure to advanced training to optimize N-SHARP providers' readiness to treat battlefield injuries at the expert level as measured by Department of Defense (DoD) medical Joint Knowledge, Skills, and Abilities (JKSA) metrics; 3) Provide advanced combat-relevant team training and integrated team-based clinical care as part of the fully embedded trauma team model and assess the value of this approach for implementing MCPs at other high-acuity trauma centers. This project will deliver the following products: 1) Fully trained N-SHARP trauma teams; 2) Interim and final reports on JKSA outcomes; 3) Results from team training exercises and team-based clinical care; 4) Presentation of findings at national meetings with publication in military and medical journals.
