RMTLC TOR IV - Through this Tribal Opioid Response (TOR) IV project, the Rocky Mountain Tribal Leaders Council (RMTLC) will work with the Little Shell Tribe (LST) of Chippewa Indians and the Urban Indian Health Centers (UIHCs) who serve the American Indian / Alaska Native (AI/AN) population in Billings, Butte, Missoula, Great Falls and Helena, Montana. Combined, LST and the UIHCs have an Indian Health Services User Population of 26,500. RMTLC will work with these organizations to develop a multiple community based Tribal Opioid Response (TOR) plan that provides a continuum of culturally informed Prevention Services, Harm Reduction Services, and Recovery Support Services best suited to serve their constituents. Building on the success of the work done during three (3) previous TOR projects, estimates are that this project will serve an average of 2,130 individuals per year, or near 10,650 individuals over 5 years. The project will use evidenced based practices to address Opioid misuse and other substance use disorders, while at the same time, integrating local Indigenous values, beliefs and ceremonies into project activities. The project anticipates distributing near 6,000 units of overdose reversal medications and related supplies per year or 30,000 over the entire project. Further, the project anticipates reaching near 900 youth per year or 4,500 youth over the five years, with secondary school and university based presentations on the dangers of opioid misuse, as well as providing these youth with information on how to access treatment and recovery services for opioid misuse and other substance use disorders. These presentation will have Prevention focus and use local culturally tied activities that support healing, wellness and social connectedness. The Tribal Behavioral Health Agenda (TBHA) continues to inform project activities and help guide the project in the development of community based networks that provide linguistically and culturally competent services. The RMTLC TOR IV Project has the following five (5) major goals for project partners: 1. Complete Strategic Planning, Sign Subsidiary Agreements by 45th Day of the Project 2. Complete Initial Workplan for Prevention Services by 90th Day of the Project 3. Complete Workplan for Harm Reduction Services by 180th Day of the Project 4. Complete Workplan for Recovery Support Services by 180th Day of the Project 5. Complete Workplan for Allowable Activities by 180th Day of the Project Through this TOR IV project, RMTLC will provide technical assistance and strategic planning support to each project partner through in-person and virtual meetings to help them complete their community action plans. RMTLC will work with the Little Shell Tribe and each partnering UIHC to increase their service capacity by developing culturally relevant training materials regarding the dangers associated with opioid misuse and the use of illegal street drugs; by strengthening partnerships with other organizations serving the same population of focus, and by providing workforce development training for LST and UIHC staff.
