HIV Behavioral Health Integration Enhancement (HIV BHIE) - San Ysidro Health Center, Inc. (SYHC) is requesting SAMHSA grant funding to support the proposed HIV Behavioral Health Integration Enhancement (HIV BHIE) initiative, which is designed to increase linkage to and retention in care among ethnic minority (African American and Latino) MSM age 30 and older with substance use disorders (SUD) and/or co-occurring disorders (COD) and living with or at risk for HIV. The proposed HIV BHIE project focuses on San Diego County’s impoverished South and Southeastern Regions, which encompass underserved urban communities within 20 miles or less from the U.S.-Mexico border. As a Federally Qualified Health Center (FQHC), SYHC’s programs and services have the ability to effectively address the underutilization of behavioral health services and HIV prevention and treatment. SYHC’s proposed program aims to further enhance the coordination and integration of SUD/COD counseling and treatment within established HIV prevention and primary care services and is expected to serve a total 525 (duplicated) patients over the course of the five year project period. HIV BHIE activities will include: delivery of evidence based interventions (Motivational Interviewing and Seeking Safety) through one-on-one counseling and group therapy sessions; screening for HIV, Hepatitis B, and Hepatitis C; linkage to primary care services for prevention and treatment, as appropriate, and; referrals to relevant community services. The overarching goal of SYHC’s proposed HIV BHIE project is to increase engagement in care for Latino and African American MSM age 30 and older with SUD/COD and living with or at risk for HIV. This goal is supported by 5 specific objectives. Year 1 Objectives, which are based on an anticipated award date of October 2017, are below. • Objective # 1: By December 31, 2017, recruitment for the Program Coordinator and Substance Abuse Counselor positions will be complete and all HIV BHIE staff positions will be filled. • Objective #2: By September 30, 2018, 50 Latino/African American MSM with SUD/COD and living with or at risk for HIV will be engaged in behavioral health services. • Objective #3: By September 30, 2018, a minimum of 80% of all HIV BHIE patients will be tested for HIV, Hepatitis B, and Hepatitis C. • Objective #4: By September 30, 2018, a minimum of 90% of all HIV BHIE patients testing positive for HIV, Hepatitis B, and/or Hepatitis C will be engaged in primary care services for treatment within 30 days of preliminary/confirmed diagnosis. • Objective #5: By September 30, 2018, a minimum of 50% of all HIV BHIE patients testing negative for HIV will be engaged in PrEP services.
