The Oklahoma Strategic Prevention Framework Partnership for Success, SPF-PFS, program will prevent the onset and reduce the progression of stimulant and opioid use and related risk factors and consequences among youth and adults. The Oklahoma Department of Mental Health and Substance Abuse Services, ODMHSAS, will continue building upon the capacity of the state's prevention system, which achieves sustained outcomes through the dissemination of evidence-based strategies in six influential sectors - communities, schools, families, workplaces, healthcare, and faith communities. The purpose of the Oklahoma SPF-PFS program is to strengthen the capacity of local high-need communities to successfully implement the strategic prevention framework, install proven prevention approaches, and realize significant improvements in community and state-level substance abuse measures within five years. This will be achieved in four ways: 1. support the development of five new coalitions in communities across the state that are high-burden/high-risk for stimulant and/or opioid use; 2. increase community and state capacity to plan and implement evidence-informed prevention services, including the deployment of public messaging, serving an estimated 1,250,000 Oklahomans per year and 1,500,000 over the lifetime of the project; 3. further develop Oklahoma's public behavioral health surveillance system to prevent and control substance use problems by increasing the number and utility of key indicators and; 4. leverage the capacity of the state prevention system to begin replication of effective approaches in three new, high-need communities by program end. The SPF-PFS will support Oklahoma's prevention system that is effective and substantial enough to achieve significant statewide reductions in stimulant and opioid risk factors, use, and impacts. The ODMHSAS, as the Single State Agency, is well-positioned and equipped to effectively coordinate the SPF-PFS, and has demonstrated success in preventing and reducing substance use problems.
