Capacity Builders, Inc (CBI) is requesting a Strategic Prevention Framework (SPF) grant to implement much needed programing while creating infrastructure to prevent the onset and reduce the progression of substance abuse and its related problems for the Navajo Nation (N.N.). The proposed SPF project will primarily target the 27 Chapters of the Fort Defiance Agency as we work to develop a prevention framework that can later be implemented throughout the entire N.N. Drug and alcohol abuse are real challenges throughout the N.N. as almost every Navajo family has multiple alcoholic members. Alcoholism and poverty have been entrenched for generations tracing its origins back to Congress’s 1790 Fur Trade Act which allowed the government and citizens to trade alcohol for native goods and land. Through the implementation of a comprehensive social norms marketing campaign, we will work to demonstrate the oppressive influence that alcohol and other drugs have had upon our people for over 200 years—as we work to de-normalize alcohol and drug use for our people and our youth. The proposed project will initially focus on “our greatest needs” as we implement activities to prevent and/or reduce the use of alcohol, opioids, and methamphetamines among Navajo youth in the FDA region. Once established and validated through evaluation, this framework can be expanded to address arguably the highest substance abuse rates in the country as we work to prevent problems for our youth and for the generations that will follow.
