The Garrett County STOP Act Project aims to prevent or reduce underage drinking by strengthening collaboration, implementing best practices, and enhancing effective local community initiatives. The strategies that will be used include Parent and Community Boot Camps, promotion of a kNOwDRINKING.net campaign through youth leadership groups, and youth engagement in an online Play Hard, Live Clean campaign. Garrett County is the western most county in Maryland and is separated from the rest of Maryland by the Appalachian mountain chain. It is a very rural, sparsely populated county of 29,460 people. While the population is not ethnically diverse (97.5% white), it is a county of economic disadvantage that struggles with inequalities in income and education that underlie many health disparities. The Garrett County STOP Act Project will target all Garrett County residents, with emphasis on middle and high school aged youth. Approximately 1,874 Garrett County residents will be engaged in prevention activities the first year of the project and just over 400 each year after that for a cumulative unduplicated total of 3,125, excluding those reached through mass media.
