Reentry Project (REP) - The Reentry Project (REP) will allow Johnson County Mental Health Center (JCMHC) to provide additional staff and supports to ensure reentering citizens who have serious mental illness (SMI), serious emotional disturbance (SED), and/or co-occurring disorder (COD) have access to services and resources that assist with their unique needs when reentering the community. Over the course of the project, JCMHC will serve 200 unduplicated individuals.
The Johnson County Department of Corrections estimates that 27% of individuals in its jails have SMI, which is higher than the estimated 5% of the general U.S. adult population. For the REP, staff will utilize a variety of EBPs to serve the population of focus: county residents 18 and older who are incarcerated at or being released from county detention centers and jails who also have SED, SMI, and/or COD and are reentering the community. Incarcertated individuals have also been disproportionately affected by the COVID-19 pandemic due to their higher rates of sickness and death (five times the national rate). Additonally, the pandemic has had a profound effect on JCMHC staff and, as a part of this project, resources and support will be developed to support their mental health needs.
Goal 1: Provide evidence-based and culturally competent mental health services to the target population.
Objectives: 1A. By May 2022, REP staff will complete/participate in MRT facilitator training; 1B. By Sept. 2023, increase engagement in mental health services by program participants released pretrial within 48 hours by 10% from a baseline of 58%; 1C. By Sept. 2023, engage 75% of program participants not released within 48 hours in mental health services; 1D. By Sept. 2023, decrease the number of hours from a program participant’s release to connecting with REP staff for mental health services (baseline to be established by Sept. 2022); 1E. By Sept. 2023, increase the number of individuals that complete a mental health intake assessment pre- and post-release by 15% from a baseline of 33%; 1F. By Sept. 2023, decrease recidivism rate of program participants after 60, 180, and 360 days by 3% from a baseline of 27%; 1G. By Sept. 2023, connect 50% of program participants in supportive services and/or community resources
Goal 2: Increase and enhance community partnerships that serve the target population.
Objectives: 2A. Throughout the course of the project, JCMHC and its partners will work together to ensure transition of care and linkage to services for program participants. By September 29, 2023, all partners will evaluate resources and make modifications as necessary to continue to the project beyond the grant period.
Goal 3: Address the mental health needs of CMHC staff.
Objectives: 3A. By Sept. 2022, create and distribute EAP postcards to all CMHC staff quarterly; 3B. By Sept. 2023, facilitate 12 resilience training sessions for CMHC staff on a bi-monthly basis.
