Meeting the Behavioral Health Needs of Muskegon County - This project will serve a diverse range of individuals and families of all ages in Muskegon County, Michigan who have Serious Emotional Disturbance (SED), Serious Mental Illness (SMI) and Co-occurring disorders (COD.) This project will support and restore the delivery of clinical services that were impacted by the COVID-19 pandemic with a focus on serving minority and economically disadvantaged communities. This project will fill service gaps, enhance existing services, intentionally reach out and engage marginalized communities, and build the capacity and infrastructure of the HealthWest Community Mental Health Center to provide timely, culturally competent clinical care. We will accomplish this through: Increased capacity for Mobile Crisis Response and Stabilization; creation of Crisis Stabilization Unit (CSU) services; development of psychosocial rehabilitation for persons with COD through the Living Room model; expanded outreach and engagement of minority communities through colocated service provision; expansion of the multidisciplinary team approach through the addition of medical assistants and recovery coaches to clinical treatment teams; enhancement of medication assisted treatment in the jail; and enhancement of infrastructure via expansion of telehealth capacities, increased cultural competency trainings, and enhancement of resources to address mental health needs of CMHC staff. We will serve 1200 persons over the project. Goal 1: Reduce negative health impacts in individuals with SED, SMI and COD by filling CMHC service gaps to address unmet needs. Objectives: By the end of year 2, Crisis Stabilization Units will be developed with at least 30 youth and 30 adults served; By the end of year 2, develop psychosocial rehabilitation for persons with COD, serving at least 50; By the end of year 1, expand 80% of adult multidisciplinary treatment teams to include medical assistants/nurses and recovery coaches. Goal 2: Reduce unnecessarily restrictive placements by increasing capacity of the CMHC to expand crisis and early intervention services where demand exceeds current resources. Objectives: By the end of year 1, expand capacity of Mobile Response and Stabilization by 3 FTE positions increasing percentage of “response when requested” to 100%; By the end of year 1, expand outreach and engagement of minority persons served by 5% through co-located services in underserved areas; By the end of Year 1, enhance Intercept Model services for individuals in the jail, providing medication assisted treatment and injectible medications to 100% of persons who meet criteria. Goal 3: Improve quality, timeliness and cultural competency of clinical services by addressing infrastructure gaps of the CMHC. Objectives: By the end of year 1, enhance telehealth infrastructure to serve 5% more individuals overall; By the end of year 2, train 100% of CMHC staff in health disparities and cultural and linguistic competence to engage and retain diverse client populations; by the end of year 2, offer at least 5 additional mental health support resources to 100% of CMHC staff.
