The Cocopah Tribe’s, Project LAUNCH, will serve the Cocopah Indian Tribe, a federally recognized, sovereign tribe located in the southwestern corner of the State of Arizona, 13 miles south of Yuma and along the Colorado River. The Cocopah (Kwapa), also known as the River People, have lived for thousands of years along the lower Colorado River and delta. The current Cocopah Reservation is comprised of three noncontiguous regions: East, North and West Reservations all of which will be served by the Cocopah Project LAUNCH. Currently the tribal population is about 1,000 enrolled members. U.S. Census data from 2010 shows that 12% of the population were children ages birth to 8 years and 5% of households in the region included a young child. Almost half of the households with young children in the region (47%) are single-female households. It is estimated that 27% of children ages 0 – 8 are living in the household of a grandparent. Of those households where grandparents are responsible for their own grandchildren 27% are responsible for grandchildren with no parent present. In 2013, more than half of pregnant women in the region (57%) had no prenatal care during the first trimester. The vast majority of young children (ages 0-4) in the Cocopah Tribe Region are American Indian (90%), and 21% are Hispanic or Latino. Almost 73% of the children aged 0-5 in the Cocopah Tribe Region live in poverty. According to the Cocopah Education Department, approximately 12% of the Cocopah students enrolled in grades K-3rd have Individualized Educational Plans. A snapshot of the Cocopah LAUNCH Project goals include: Goal 1: Increase system integration through early childhood workforce development, enhanced tribal department communication and coordination, and direct service coordination for families with young children; Goal 2: Increase focus on early childhood wellness, with emphasis on social and emotional development, through public education and culturally focused community wide events for children and families; Goal 3: Increase alignment of child and family screening practices across the community and increase developmental, social emotional, and parent/caregiver screening, referral and care coordination. Goal 4: Increase the health and wellness of children and families by providing access to screening, referral, and care coordination through the use of cultural health brokers/advocates or Early Childhood Community Health Representatives. Goal 5: Increase capacity of the community to support children’s social and emotional development by developing and implementing infant early childhood mental health consultation services. Goal 6: Expand home visiting services by adding one home visitor to the Early Steps Home Visiting Department, and enhance existing home visiting services by providing programmatic consultation to home visitors through infant early childhood mental health consultation; Goal 7: Increase parents and caregiver access to parent education that explores traditional Indian child-rearing practices. The total number of unduplicated families to be served over the course of the project is 450 families; 140 unduplicated families per year.
