Ryan White Part C Outpatient EIS Program - Over the years, UMass Chan Medical School (UMMS) and its clinical partner, UMass Memorial Health (UMMH) have provided comprehensive care for individuals living with HIV. We have been a Ryan White Part C Early Intervention Service Program Grantee since 2001, offering care at UMass Memorial Health’s Worcester site (Memorial Campus on 119 Belmont St.), the medical home to over 90% of its HIV patients. We have a satellite site at UMMH Health Alliance Hospital in Leominster. State-of-the-art medical services, coupled with strong and integrated mental health and social service components, are provided with the same level of expertise and intensity to all individuals with HIV/AIDS regardless of race, ethnicity, mode of HIV acquisition, or ability to pay. Since 1983 when HIV testing first became available, the UMMS HIV program has maintained its outstanding reputation for quality HIV care. All attending physicians involved in HIV care are board-certified or board-eligible in infectious diseases. UMass physicians average over a decade of HIV-specific experience, and several have been treating HIV since the epidemic began. Many of the supplemental staff have worked in the field for many years. Faculty and staff provide specialty and primary care for HIV- infected individuals at the Worcester and Leominster sites and faculty help train the next generation of HIV providers. The UMass HIV Program will continue to provide care to the entire service area designated in Appendix B. According to its 2023 RSR, the UMass Part C EIS program provided direct medical care to 761 patients; of that number, 18 were newly diagnosed. Geographically, about half of our patients live in the City of Worcester; the remainder are scattered throughout the surrounding towns in Worcester County. UMass is requesting $480,914 annually for the project period. The UMass program serves the over a third of the total number of PLWH in Worcester County. Our Ryan White-funded clinical services include suboxone treatment; treatment of HCV/HIV co-infection; and psychiatry/mental health counseling. Over 90% of our patients are virally suppressed. As part of the largest healthcare system in Central Massachusetts, our patients have coordinated access to multiple specialty care providers, inpatient facilities, emergency care, and a highly experienced HIV team. The UMass Part C program shares the Worcester County geographic area with another Part C grantee, Family Health Center of Worcester (with its partner, the Edward M. Kennedy Health Center). Worcester is the largest county in Massachusetts by area and encompasses a 1,579 square mile area. With over 2100 Worcester County residents living with HIV/AIDS, the availability of two Part C service providers is essential. UMass Chan Medical School has substantial experience with the administration of Federal funds. In 2023 it received $300 million dollars in biomedical research funding alone. We have been a Ryan White Part C grantee since 2001 and have never been cited for any major programmatic or financial deficiencies. UMass is not requesting a funding preference.
