Saint Paul - Ramsey County Public Health, Title X Family Planning Services Program - For over 50 years, Saint Paul - Ramsey County Public Health (SPRCPH) Clinic 555 has been a Title X grantee offering quality family planning and sexual health services to populations most disfranchised and systemically oppressed throughout the east metropolitan area of the Twin Cities and surrounding communities. For this project period, Clinic 555’s service area includes Dakota, Washington counties of Minnesota and St. Croix and Pierce counties of Wisconsin. Clinic 555 identified communities in need of family planning services in this region to be low-income people, racial and ethnic minorities, incarcerated individuals, people experiencing homelessness, victim/survivors of intimate partner violence, people who use injection drugs, and men. The greatest factors impacting access to services for these populations include language, food and housing insecurity, geography and transportation. Stigma associated with seeking family planning and sexual health services is a barrier facing some communities in the service area including refugees and immigrants. Clinic 555 is part of Saint Paul – Ramsey County Public Health (SPRCPH), one of the largest local public health agencies in Minnesota and currently the only Title X recipient in the state. Clinic 555 has no subrecipients. Title X services including a broad range of acceptable and effective medically approved family planning methods and services are offered at Clinic 555 and six additional service sites: three county correctional facilities (Ramsey County Adult Detention Center, Ramsey County Juvenile Detention Center and Ramsey County Correctional Facility), Hubert H. Humphrey Job Corps, Ramsey County Nurse Home Visiting Programs, and Ramsey County Mental Health Center. Title X services are also provided at 27 mobile outreach locations throughout the service area in response to community need. Since first receiving Title X funding, Clinic 555 has always provided services that are consistent with statutes, regulations, legislative mandates, program guidelines and policy notices as evidenced by the most recent program review in May 2021 in which Clinic 555 received “Good” or “Exceptional” responses in all sections. During this grant period, Clinic 555’s goals include advancing health equity through Title X services, improving and expanding provision of Title X services, providing high quality family planning services, implementing a quality improvement and quality assurance (QI/QA) plan, and complying with all Title X statutes, regulations, and legislative mandates. Activities will include providing a broad range of quality family planning methods and services; expanding services for justice involved individuals in correctional facilities; and improving and expanding telehealth services, mobile outreach sites, new direct service sites within Ramsey County, and referrals with culturally specific community-based organizations. Clinic 555 will ensure quality services through ongoing QI/QA projects incorporating FPAR 2.0 data, Community Health Assessment data, and patient satisfaction surveys. With Title X’s continued support of SPRCPH Clinic 555, residents of Ramsey County and the greater east metropolitan area will continue to have access to client-centered, culturally and linguistically appropriate, inclusive, and trauma-informed family planning and sexual health services that are in compliance with all relevant federal statutes, regulations, and legislative mandates. Continued funding will allow community members in the service area equal access to the reproductive justice they deserve.
