The Family Planning Council of Nebraska dba Nebraska Family Planning (NEFP), a 501(c)3 nonprofit organization, was formed in 1991 as a coalition of Title X Agency representatives including development professionals, clinicians, and clinic administrators aiming to expand and advance Title X services in Nebraska. In 2019, FPCNE enhanced its staffing structure, rebranded as Nebraska Family Planning, and assumed the role as Nebraska’s Title X grantee for a three-year project cycle. As a grantee, NEFP has aligned with 12 Subrecipient Agencies (SAs) and 33 clinics to advance health equity and expand access to family planning and related preventive health services across Nebraska.
Looking to the future, NEFP seeks $2,899,300 million to build on this success by enhancing its partnership with its SAs to serve a projected 27,800 Nebraskans annually. It is projected that 60 percent of users will have incomes less than 100 percent of the Federal Poverty Level Guidelines (FPL) and 85 percent of users will have incomes of less than 250 percent of the FPL. The Nebraska Title X network will provide Food and Drug Administration (FDA)-approved contraceptive products and natural family planning methods, pregnancy testing and counseling, assistance to achieve pregnancy, basic infertility services, sexually transmitted infection services (such as HIV prevention education, counseling, testing, and referral), and other preconception health services. NEFP will continue to ensure comprehensive referral systems are in place statewide for clients to facilitate access to the same quality of healthcare, including full medical information and referrals, that higher-income clients and clients with private insurance are able to access.
NEFP’s skilled management team has developed comprehensive systems and processes to ensure compliance and the highest quality of care at all Title X sites in its time as a grantee. For the 2022-2027 grant cycle, NEFP opened a competitive request for proposals (RFP) process for interested applicants in November 2021 to seek out healthcare organizations with the ability to provide Title X services in Nebraska. With this, NEFP has accepted Planned Parenthood of the Heartland into the existing Nebraska Title X network, who has the potential to serve an additional 8,400 clients in the first project year.
NEFP continues to implement innovative strategies to expand access, ensure quality of care, and achieve equity for all clients in Nebraska. The Nebraska Family Planning Coalition (NEFPC) and its four committees bring together SAs and NEFP staff to develop systemic solutions to statewide gaps in the continuum of care for Title X clients. The NEFP Client Advisory Council (CAC) is a group of seven current and former clients that serve as a body to evaluate and provide feedback on these strategies based on effectiveness, relevancy, appropriateness, and accountability.
Additionally, NEFP's newly developed Reproductive & Sexual Health Equity Clinical Training Center will afford clinicians, administrators, and clinic staff the opportunity to receive hands-on training in a broad scope of topics that advance the rights of clients across Nebraska. Embracing a reproductive justice and health equity framework established by leading academics and clinicians, NEFP and the CTC are positioned to enhance equitable health care access for all Nebraskans.
