Missouri Family Health Council, Inc. (MFHC), a private 501(c)(3) organization, champions access for every individual to culturally sensitive, quality, sexual and reproductive health education and services. For 40 years, MFHC has been Missouri’s sole Title X grantee and efficiently and effectively used the Title X funds to serve Missourians most in need of services.
MFHC is seeking $6,250,000 in Title X family planning services funding for the provision of services at 65 clinic sites throughout the State of Missouri. Our diverse, community-based health delivery network of subrecipient service sites includes: three federally-qualified health centers (FQHCs) or look-a-likes that provide full comprehensive care and wrap-around services (7 sites); four health departments, two of which provide primary care (26 sites); four community action agencies (14 sites); two hospital-based clinics (5 sites); and three stand-alone family planning clinics (7 sites). To address health equity and expand access, we propose to add six additional sites as part of our existing network, and add two new subrecipients in Year 1 for a total of 65 sites. Eighty-six percent of requested funds will be passed through to subrecipients for the provision of direct services.
In Year 1, MFHC expects to serve 48,000 individuals, with 90% of clients living below 250% FPL, and 58% living below 100% FPL. MFHC proposes to increase by 1 – 3% each subsequent project year. Additionally, MFHC prioritizes services to adolescents and anticipates 25% of clients served will be 19 or younger. MFHC’s staff and network of providers are fiercely dedicated to delivering the highest quality care, reaching historically marginalized populations, and providing services that are client-centered, inclusive, timely, efficient, and equitable.
MFHC has a comprehensive, integrated work plan that addresses OPA’s priorities of health equity, expanding accessibility, and improving quality. MFHC has deeply integrated OPA’s priorities throughout all of our practices and strategic direction – we believe our equity and anti-racism work is not merely an activity to complete, but is the bold vision we have set for ourselves to expand, ensure, and empower reproductive and sexual healthcare for all.
We conduct our work through a reproductive justice lens, considering the broader context of people’s lives. Beyond healthcare access and quality, we look at additional social determinants of health – economic stability, education access and quality, neighborhood and built environment, and social and community context – to understand the full complexity of injustices our clients face. We strive to address root causes that impact health inequities.
MFHC and its subrecipients will develop culturally-responsive programming and public awareness campaigns that address barriers to accessing sexual and reproductive healthcare and information. We assure that all Title X administrative, clinical, and fiscal grant requirements are met at both the grantee and subrecipient level.
Our network will provide trauma-informed services in accordance with all applicable federal, state, and local requirements, and within Title X program guidelines and nationally-recognized standards of care. MFHC will maintain oversight of the project and ensure the delivery of quality family planning services through monitoring, education, training, and performance measures.
MFHC and its diverse provider network have established a strong Title X program that delivers client-centered care, through an equity framework, to meet the needs of Missouri’s most disenfranchised populations. We will use our expertise, commitment to reproductive justice and equity, and comprehensive work plan to ensure a sustainable network that continues to grow.
