The Title X/Family Planning Program at the South Carolina Department of Health and Environmental Control (SC DHEC) is the primary provider of Family Planning (FP) services to low-income women, men, and adolescents in the state of South Carolina. The FP Program has been thoroughly committed and dedicated to providing high quality, voluntary FP services to both women, men and adolescents as they plan their families through services that address postponing, preventing, achieving, or facilitating spacing of pregnancy for over 40 years. SC DHEC provides contraceptive services, pregnancy testing and counseling, assistance to achieve pregnancy, basic infertility services, STD/HIV services, breast and cervical cancer screening and other preconception health services such as screening for smoking, depression, domestic violence, and substance use/abuse with linkage to support services as indicated. SC DHEC strongly believes in providing factual, evidence-based education to prevent disease and promote wellness for individuals, which can have a positive impact for families and communities. Clients receive quality care regardless of their ability to pay. However, opportunities to utilize reimbursement options are fully engaged to maintain the sustainability of the program. Throughout its administration of the Title X program, SC DHEC continues to employ innovative strategies to expand access, ensure quality, client-centered services and achieve healthcare equity for all.
