Oregon Reproductive Health Program - The Oregon Health Authority’s Reproductive Health (RH) Program was the umbrella grantee for the provision of Title X services from 1970-2019, supporting a statewide network of clinic sites across Oregon’s 36 counties. The RH Program continues to contract with the same network of clinics to provide essential reproductive health services across Oregon. The goal of the RH Program is to assure access and reduce barriers to high quality, culturally responsive, comprehensive reproductive health services for clients with low incomes by supporting an extensive network of clinic sites and collaborating with communities. The RH Program uses an innovative braided funding model whereby there is “no wrong door” for clients, and clinics have access to fee-for-service reimbursement rates for essential reproductive health services provided to clients. Essential reproductive health services include sexual health assessments, counseling and education to assist with achieving or preventing pregnancy, breast and cervical cancer screenings, STI screenings and treatment, referral services, and a broad range of acceptable and effective family panning methods. As the Title X grantee, the RH Program will continue to provide oversight, ongoing technical assistance, resources and information, trainings, and data to its expansive clinic network. Concurrently, the RH Program focuses on collaborations with community based organizations, clients, clinic staff, and other Public Health programs to address gaps in care and advance health equity. These efforts include contracting with community based organizations to prioritize education, outreach, and utilization of reproductive health services in communities of color, immigrant populations, and other communities with low incomes; working within correctional facilities; contracting with Local Public Health Authorities to assure access to reproductive health systems throughout Oregon; convening workgroups with culturally-specific groups, etc. As the Title X grantee, the RH Program will be able to continue this work and invest in innovative special projects to expand access, reduce barriers, and advance health equity. The application narrative will also show that the program has additional funding to support cost sharing of the program and that dissemination of the funds will be quickly and easily executed.
