Michigan Title X Family Planning Program - For more than 50 years, the Michigan Department of Health & Human Services (MDHHS) has served as the sole Title X Family Planning Services grantee for the state. As the Title X grantee, MDHHS serves in the fiduciary role and as such, is responsible for disbursing Title X funds, providing monitoring and oversight for all aspects of the project, and implementing quality improvement techniques to enhance service delivery. Clinical services are delivered through a statewide network of 33 sub-recipients and 92 clinical service sites, including local health departments (30), a statewide Planned Parenthood Affiliate (1), a hospital-based teen health clinic (1), and a Federally Qualified Health Center (1). Michigan’s Family Planning Program assists individuals and couples in planning and spacing births, preventing pregnancy, and seeking preventive health screenings. Michigan’s Family Planning Program prioritizes serving low-income and un/underinsured individuals, and adolescents. Family Planning clinics offer a broad range of FDA-approved contraceptive services, including natural family planning methods, and high-quality family planning services, including pregnancy testing and counseling, assistance in achieving pregnancy, basic infertility services, STI services, preconception health services, and adolescent-friendly health services. Clinical services are voluntary, confidential, client-centered, and adhere to nationally recognized standards of care. Referrals to other medical, behavioral health, and social services are provided to clients, as needed. No one is denied services due to inability to pay. Michigan’s Family Planning Program serves as a safety net with service providers, who are a reliable and trusted source of care, and in many cases the only regular source of health care and health education for Michiganders. MDHHS’s Title X project aligns with the priorities for the program, which are advancing health equity throughout the delivery of family planning services, improving and expanding accessibility to family planning services, delivering Title X family planning services of highest quality and consistent with nationally recognized standards of care, and implementing quality assurance and quality improvement mechanisms to enhance service delivery. During calendar year 2022, MDHHS expects to serve 53,0000 unduplicated individuals statewide.
