Essential Access Health (Essential Access) champions and promotes quality sexual and reproductive healthcare for all. For over 50 years, Essential Access has successfully partnered with the Office of Population Affairs (OPA) to promote and expand access to equitable, affordable, high-quality, client-centered family planning services for people with low incomes across the State of California. Through its statewide Title X subrecipient network—the largest and most diverse Title X system in the nation— Essential Access will support the delivery of comprehensive, inclusive, culturally responsive, adolescent-friendly family planning services. Essential Access requests a Title X Family Planning Services Grant of $22,000,000 to advance the Title X statute, regulations, legislative mandates, and OPA program priorities through four goals: (1) Restore and rebuild California’s Title X network and strategic partnerships to promote and expand access to equitable, affordable, client-centered, quality family planning services across the state; (2) Advance health equity through California’s Title X family planning program by removing barriers to access, improving the quality of services, and providing client-centered services, including for people with low incomes, rural Californians, adolescents, people with limited English proficiency, and those who have been historically underserved, marginalized, or adversely affected by persistent poverty and inequality; (3) Deliver and monitor a high-quality family planning program in compliance with the Title X statute, regulations, and legislative mandates in alignment with OPA program priorities to meet the needs of all family planning clients; and (4) Provide training, technical assistance, and resources to ensure access to equitable, affordable, client-centered, quality family planning services. Essential Access will address these goals by increasing the availability of family planning services to reach 500,000 Calif
ornians across 30 counties with Title X family planning services provided by 67 subrecipients with 410 clinical sites. Essential Access will leverage its experience, operational and administrative infrastructure, and training expertise to select, train, support, and monitor the statewide Title X provider network; make rapid and effective use of federal funding; ensure that each Title X provider provides family planning services that adhere to “Providing Quality Family Planning Services: Recommendations from Centers for Disease Control and Prevention and the U.S. Office of Population Affairs” (QFP) and nationally recognized standards of practice; collect and report all required program data and conduct quality improvement efforts; and maintain a statewide Information and Education Review Committee to ensure that Title X services and information are culturally and linguistically responsive and informed by community voices and experiences at the state and local levels.
