Planned Parenthood Texas (PPTX) Title X Family Planning Services - Planned Parenthood of Greater Texas (PPGT), which has delivered family planning services for more than 85 years, proposes a Title X service area network that includes clients from 56 of 254 counties in Texas, with health centers sited in 10 of the counties. PPGT will partner with three other Planned Parenthood organizations in Texas: Planned Parenthood Gulf Coast, Planned Parenthood Cameron County, and Planned Parenthood San Antonio, collectively referred to as “PP Texas” (PPTX). As the leading providers of expert, affordable, comprehensive sexual and reproductive health care, PP centers throughout TX provided over 129,000 health care visits to more than 85,750 clients in 2020; the proposed PPTX Title X centers served 49,129 of those clients. The PPTX proposed project will expand Title X services in 56 counties in Texas currently un- or under-served by Title X providers. Funds from OPA will be used to ensure that the 48,505 unduplicated clients, including 10,041 under the age of 20, who will seek approximately 67,533 visits at PPTX centers throughout Texas during the grant period, will be able to access any family planning and sexual and reproductive health service they need at no or low cost. All proposed Title X health centers provide contraception, emergency contraception, STI (chlamydia, gonorrhea, syphilis, HIV, herpes, trichomoniasis, HPV, hepatitis B) testing and treatment, LGBTQ+ services, pregnancy testing and services, abortion referrals, pap smears, clinical breast exams, and mammogram referrals. Centers also provide HIV transmission prevention medication (PrEP and PEP), and positive HPV tests are screened for the genotypes that can cause cancer; they also screen for and refer for MMR, TDAP, rubella, and TB. Additionally, staff screen for intimate partner violence, alcohol and other drug use, tobacco use, depression, BMI, blood pressure, and diabetes. If care is needed for advanced conditions, clinicians refer clients to the appropriate specialists in the community. PPTX centers are open to individuals of all gender identities and expressions, sexual orientations, race and ethnicity, abilities, religion, income, insurance, and immigration status. PPTX centers provide evidence-based sexual health care, education, and advocacy to mobilize communities to fight for access to unbiased care and information. PPTX centers share an overarching mission for this project: to improve the quality and accessibility of client-centered family planning services in TX. As detailed in the project workplan in the appendices, PPGT and PPTX subrecipients share objectives focused on 1) delivering Title X services of the highest quality, monitoring clinical services to ensure compliance and continuous quality improvement; 2) improving and expanding accessibility of services for all clients, and specifically underserved racial and ethnic minorities; 3) providing ongoing training and professional development for staff; 4) ensuring the availability of family planning services for clients and the broader service delivery area; 5) ensuring financial oversight of Title X funds; and 6) collecting, reporting, and using FPAR data. As former Title X grantees, PPTX centers are familiar with all statutes, regulations, and legislative mandates.
