The North Dakota Department of Health (NDDoH) is qualified and committed to carrying out the Title X program priorities specified in the family planning services competitive grant application. For almost 50 years, the NDDoH has managed the Title X grant, serving the family planning needs of low-income clients in North Dakota.
The Family Planning Program (FPP) has a well-established, statewide system for providing Title X family planning services. The FPP will continue to partner with nine subrecipients across the state that provide family planning services in 24 service sites. The FPP is committed to providing high quality family planning and related health services to low-income women and men. The FPP proposes to expand to new locations, extend clinical hours, utilize a mobile unit and increase the use of telemedicine. The FPP will provide services in a voluntary, client-centered, and non-coercive manner in accordance with Title X statute, regulations, legislative mandates, and program priorities.
The FPP recognizes the importance of improving and expanding access to all persons, including people from low-income families, people of color, and others who have been historically underserved, marginalized and adversely affected by persistent poverty and inequality. The FPP has the knowledge, ability and experience to deliver comprehensive clinical family planning related preventive health services. The FPP will improve and expand accessibility for all clients by working collaboratively with the North Dakota Health Equity Office and Office of The State Epidemiologist to inform and improve service delivery that ensures equitable quality services consistent with nationally recognized standards of care.
Through partnerships with other state agencies, community-based and faith-based organizations, the FPP promotes its mission to serve the needs of women and men of reproductive ages.
Without the coordination efforts of this program, many women and men would not have access to affordable reproductive health services. The FPP goal is to serve 6,929 clients during the first budget period of April 1, 2022 through March 31, 2023. Services will be provided in a manner that is client-centered, culturally and linguistically appropriate, inclusive and trauma informed.
The continued support of the Title X grant enables the FPP to assist in the planning, development and implementation of voluntary family planning services with priority given to low-income women and men of North Dakota.
