Public Health Solutions (PHS) proposes to restore and expand its Title X Family Planning Program (hereinafter “PHS’ Title X Program”) to provide accessible, equitable, high-quality family planning (FP) services and related health services and education to adolescents and adults throughout New York City (NYC), where Title X support has been limited since 2019 when New York State (NYS)’s two longstanding Title X grantees, PHS and the NYS Department of Health, relinquished their Title X grants. In Year 1, PHS aims to serve nearly 32,000 primarily low-income individuals (nearly 70% living at or below 100% of Federal Poverty Level (FPL) and 24% adolescents aged 19 and under) at 15 sites operated by seven sub-recipients, serving residents of high-need and underserved NYC neighborhoods.
PHS, its seven sub-recipients, and their 15 service sites comprise the service network that will be supported by this Title X grant, which includes the addition of one new sub-recipient and their two service sites to our former network. PHS and its sub-recipients serve unique Title X priority populations and communities, which will enable PHS’ Title X Program to provide FP services to tens of thousands of medically underserved and high-need individuals across NYC’s five boroughs and restore access to Title X FP services for communities most impacted by the recent lack of Title X funding in NYC and the COVID-19 pandemic. All sites offer a broad range of acceptable and effective FP methods and services and related preventive services that are culturally and linguistically tailored to the communities served.
In the proposed five-year project period, grant funds will be used to support the ongoing delivery of Title X FP services within PHS’ service network and build on the capacity of sub-recipients to center the needs of those who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality. PHS specifically aims to: (1) advance equity through the delivery of Title X FP services through the implementation of strategic initiatives; (2) improve and expand access to Title X FP services that meet the needs of communities served through the provision of client-centered services and community outreach, education and marketing activities; (3) ensure the delivery of high-quality Title X FP services in line with Title X requirements through performance monitoring and capacity building activities; and (4) implement key quality improvement and quality assurance activities that are informed by FPAR 2.0 and related quality measures. These activities will enable PHS’ Title X Program to advance OPA’s Program Priorities relating to access, quality, and equity and strengthen our ability to address the complex barriers to care faced by, and meet the diverse needs of, PHS’ priority populations. Activities proposed for this award complement PHS’ proposals for Title X Dire Need (PA-FPH-22-003) and Telehealth Grants (PA-FPH-22-002) awards.
As a former Title X Grantee for over 37 years, PHS has a highly accomplished track record of providing Title X FP services at its own health centers, as well as administering funding to sub-recipient community-based health centers. With restored Title X funding, PHS is well positioned to meet the need for Title X services in NYC and fulfill the statutory and regulatory requirements and program priorities enumerated in the FY22 Title X FP Service Grant NOFO.
